- Ensure effective budget management (both revenue and capital) through facilitating the accurate reporting of forecast budget and project outturn positions by cost centre managers, project managers and Service Directors on a risk basis, providing accurate financial and performance information, ensuring all identified risks are quantified and appropriately recorded. Ensure robust plans for the mitigation of risks identified.
- Contribute to the Closure of Accounts ensuring that relevant working papers, grant returns and statistical returns are quality reviewed.
- Contribute to the preparation of the annual and medium-term financial plans and working papers for your service delivery area.
- Lead and manage the completion of appropriate financial returns, FOIA requests, statutory returns and grant claims.Â
- Ensure that officers and members are provided with high quality information, professional technical and strategic financial advice and recommendations on financial strategies, policy, standards and practices, enabling services to make timely and well-informed decisions in the knowledge of the impact those decisions will have on both the financial and service performance for the Council.  Train key stakeholders in matters relating to financial management, compliance and processes so that stakeholders are able to understand and fully contribute to the production of timely, relevant, reliable and transparent financial information and decisions.
- Development of financial models and business cases (including using appropriate investment appraisal techniques) in support of service development and procurement projects, working analytically with Directorate managers to interpret data to support robust decision making ensuring that the financial implications and risks are recognised and reflected within decision making.
- Must be part-qualified in AAT, CIPFA or CCAB as a minimum
- Experience in Highways and Parking Operations is desirable but not essential
