A forward-thinking council recognized for their highly competent and professional HR/OD services are urgently seeking an interim Head of Organisational Development and Change. This role has the potential to become permanent.
This role would suit a dynamic leader who can navigate a period of significant change, including implementing recommendations from a Peer Review and reshaping the HR/OD service.
The Role:Reporting to the Director of Workforce Change, you will lead and manage Organisational Development, Business Partnering, and HR Advisory functions. You will oversee a team of approximately 15 staff (5 direct reports) while supporting the implementation of the HR Target Operating Model and driving transformative cultural and structural change across the council.
Key Responsibilities:
- Shape and implement HR/OD restructuring aligned with the LGA Peer Review recommendations.
- Lead organisational development, diversity, inclusion, and learning initiatives.
- Provide strategic HR advisory services to council leadership, enabling major structural change programs.
- Foster strong relationships with trade unions and key stakeholders to support transformational change.
- Ensure employment, organisational, and business risks are identified and managed effectively.
Skills and Experience:
- Degree or relevant professional qualification (e.g., PGDip HRM, Masters, CIPD) with evidence of continuous professional development.
- Demonstrable expertise in HR/OD practices, leadership development, and managing complex change in large, complex organisations.
- Proven ability to drive equality, diversity, and inclusion initiatives and use data-driven insights to inform strategies.
- Exceptional relationship management, communication, and leadership skills.
