Adecco's specialist Property Services Division are proud to have been commissioned to partner exclusively with Berneslai Homes to assist them in recruiting a permanent Head of Repairs, Maintenance & Building Safety for their Property Services division on to work out of their offices located in Barnsley.

Berneslai Homes are an arms-length management organisation (ALMO) established in December 2002. They are 100% owned by Barnsley Council, delegated to provide services to over 18,000 council owned houses across the borough, employing around 550 staff.

They are proud to report that they have recently been awarded a C1 rating from the Regulator of Social Housing becoming the first Local Authority in the country to do so.

Job Purpose

  • Strategically manage the repairs, maintenance, and compliance services for the Council's housing stock under the Housing Revenue Account (HRA) and the Property Repairs and Improvement Partnership (PRIP) contract.
  • Develop and implement strategies, policies, and business plans to achieve business improvement goals, ensuring adequate resources.
  • Oversee property compliance for housing stock in line with the Regulator of Social Housing's Consumer Standards, covering the six key compliance areas.
  • Contribute to the management and direction of the Property Services Directorate, providing leadership aligned with the organisation's culture.

Candidate Requirements

Qualifications & Certifications

  • A level 6 qualification, or equivalent, or relevant Chartered qualification in Housing or Construction.
  • A property or construction related qualification e.g. RICS, MIOB, CIOB (or willingness to obtain)
  • Work towards obtaining a management qualification to effectively lead a technical team (e.g. ILM level 4)
  • A Health and Safety qualification relevant to the area of responsibility - e.g. IOSH, SMSTS, NEBOSH etc (or willingness to obtain)

Experience & Knowledge

  • Extensive knowledge of housing, property maintenance, and health and safety compliance legislation and best practices, demonstrated through qualifications and experience.
  • Strong knowledge of asset management and regulatory compliance, with experience overseeing a substantial organisation focused on social housing repairs, servicing, and maintenance.
  • Experience in a partnering environment with a strong understanding of contract procurement and partnering arrangements.
  • Awareness of the Carbon Zero agenda and its impact on Council housing stock and the wider organisation.
  • Solid understanding of housing stock maintenance within the broader housing strategy.
  • Experience in developing and implementing business initiatives and improving processes and procedures.
  • Proven ability to manage diverse workloads and complex budgets.
  • Strong written, verbal, and presentation skills, capable of contributing to Board-level discussions and explaining complex concepts clearly.
