Our client, a distinguished entity within the Defence & Security sector, is currently seeking a Senior Engineer - Engineering Function (People Capability) to join their team in Barrow on a 12-month contract basis.

The primary responsibility of the Senior Engineer - Engineering Function is to develop and implement a Technical Competency Framework within Submarines Engineering. As a result, the Engineering workforce will be able to complete recurring competency assessments, as required, thus providing comprehensive data sets on the capability of individuals and teams. The competency framework and assessment results will, in turn, be utilized to determine future training needs, measure return on investment, identify where critical and niche skills exist and underpin related learning and development and promotion/managed move activities.



Key Responsibilities:

    • Develop and manage the Submarines Engineering Technical Competency Framework and content.
    • Collaborate with Stakeholders across the Engineering Function, peripheral functions and Head Office to review, communicate and promote the Engineering Competence Framework, primarily in its use to determine Technical Training Requirements.
    • Maintain the Engineering Competency Framework to ensure it remains relevant and effective. Understand future and emerging competency requirements for introduction the framework whilst retiring redundant capabilities no longer required by the workforce.
    • Conduct Job Analysis, where appropriate, to identify the key knowledge and skill requirements through analysing job descriptions, interviews and observations.
    • Write concise competence statements with appropriate detail for the audience that reflect the technical and/or legal requirements.
    • Identify training interventions and experiences to satisfy capability gaps across competence levels.
    • Review and update the Training and Capability Management Plan.
    • Compose Training and Capability related communications delivered to the wider Engineering function.


Job Requirements:

    • A background in Capability support, Learning and Development, Education Services.
    • An understanding of project management and processes/tools.
    • STEM degree (or equivalent qualification - HNC or HND, plus considerable experience).
    • An awareness of the data analysis and visualisation software would be advantageous
