You will be responsible for leading and managing a comprehensive Environmental Health, Corporate Health and Safety, Trading Standards, Licencing, Registration, Community Safety, Resilience and Flood Risk service.

Ultimately responsible for the ensuring statutory obligations are met and delivering a range of services that are first and foremost legally compliant and fully cognisant of the need to be up to date with the principles around better regulation, regulatory reform and legal precedent.

This post requires strong strategic planning, team leadership, process improvement, and maintaining a strong commitment to the needs of our organisation, community which includes businesses, licensee's, residents and partnership working (particularly in the areas of Community Safety, Resilience and Flood Risk).

Contribute to the development of the Corporate Plan and to implement the appropriate strategies through the effective management of staff, resources, performance, projects and risks. To deliver service improvements, efficiency savings and agreed outcomes for particular projects and service delivery/service level agreements.

Ensure service delivery is in line with statutory obligations, corporate aims and objectives with a strong bias towards being the service lead within the scope of the of the post.

Accountabilities

  • As a Bedford leader, support the Council's Leadership Team (CLT) and the wider Council in delivering against the Corporate Plan. Work with, support and communicate with elected members to enable appropriate challenge and innovation to take place.
  • Provide support to shape the Council's strategic plans and policies, as well as to the process of implementing and embedding cultural change and organisational development and support the creation of a common purpose.
  • Take collective and strategic/operational responsibility for ensuring that the Council's decisions and policies are implemented.
  • Support CLT and the Council in fulfilling its Community leadership role. Champion partnership work with other services and stakeholders as well as providing leadership, support and challenge as part of the Council's community leadership and Place role.
  • Communicate the Council's objectives, priorities and processes effectively, both internally to staff and externally to partners, agencies and the public. Act as an ambassador for and to promote the Council locally, regionally and nationally and encourage this across teams.
  • Evaluate, contribute and ensure the delivery of targets as set out in the Council's Performance Management Framework, the Corporate Plan and Service Plans. This includes working to support and enhance organisational expertise in performance and contract management.
  • Lead or support on cross cutting issues (as required), utilising matrix management to engage talent across the council breaking down internal boundaries to deliver a seamless service to customers (internal and external).
  • Promote a culture of collaboration by encouraging sharing knowledge and resources across the council (one team approach).
  • Identify and pursue as appropriate and agreed, all additional sources of funding or other resources, which could be used to augment those provided by the Council, ensuring that these are fully compliant with the Council's financial regulations and the Constitution.
  • Lead by example in championing and furthering equality, diversity and inclusion within and across teams and in the delivery of services. Promote an open and supportive culture which maximises the potential of employees across the council and encourages inclusivity, innovation and high performance.
  • Contribute to the leadership of the organisation, ensuring a high calibre, motivated and effective and empowered workforce, and one that is nurturing the leaders of the future. Recognise and acknowledge good performance and tackle poor performance positively and effectively. Create and embed an environment in which teams/individuals can develop, perform and feel valued as well as actively promoting a culture of employee wellbeing and support.
  • Seek innovative and creative solutions to meeting the Council's need to bring about continuous improvement within finite resources. Working collaboratively to own and embed a culture of continuous improvement across teams, ensuring that effective budget, performance and risk management is integrated within and across all services/activities.
