The role:

Lead on the development, implementation and management of the Adults' Service Commissioning Delivery Plan. This will include building on the recommendations identified in a recent review of commissioned services, specifically, but not exclusive:

  • Create a Commissioning Board with the remit of setting the commissioning priorities, consolidating and overseeing the current workstreams.
  • Establish regular commissioning meeting with commissioning partners from the ICB to identify areas for joint commissioning opportunities.
  • Develop a care home framework/DPS.
  • Work with care providers to refresh Market Position Statement
  • Review approach to market management and fee uplifts, consider the formation of a provider forum(s) and/or other means of have structured and regular communication with the social care market.
  • Support the Commissioning service redesign that builds capacity & capability across the organisation.

Essential skills:

  • Local authority Adults' Services Head of Service or above, delivering similar commissioning changes.
  • Demonstrable track record of implementing Market Position Statement and pipeline of social care commissioning initiatives.
  • Strong team player with a 'can do' attitude and a practical approach to problem solving, including readiness to pitch in and get the job done.
  • Strong understanding of local authority annual budgeting setting and monitoring processes, commissioning best practice and relevant legislation.
  • Project management experience with the ability to plan activities and monitor outcomes which feed into successful delivery of a wider programme of work.
