Planned Works Housing Surveyor

Location: Citywide

Salary: Competitive

Hours: Full-time, Monday to Friday

Are you a highly skilled and organized Surveyor with expertise in managing capital works programs and property maintenance? We are looking for an experienced Planned Works Housing Surveyor to join our team. In this role, you will oversee the planning, delivery, and management of capital works programs, ensuring our council-owned housing stock is maintained to the highest standards. Key Responsibilities:

  • Capital Works Management:
  • You will be responsible for the planning, preparation, procurement, and delivery of capital works programs. From inception to completion, you will ensure projects are completed on time, within budget, and to the highest quality standards. You'll manage a variety of property-related projects, including renovations, upgrades, and essential repairs.
  • Contractor Management:
  • Oversee the procurement, administration, and supervision of contractors involved in inspections, risk assessments, renovations, servicing, and maintenance of council-owned properties. You will ensure that all works are delivered in line with contractual obligations, and that health and safety regulations are strictly adhered to.
  • Surveys and Inspections:
  • Carry out detailed surveys and inspections of council-owned properties to diagnose repair defects and order effective remedial works. You will prepare and present strategies, reports, and feasibility studies on property-related subjects, contributing to the long-term maintenance and improvement of the housing portfolio.
  • Strategic Planning and Reporting:
  • Develop and implement strategies for maintaining and improving the housing stock. You will also provide clear and comprehensive reports on the progress of capital works programs and any repair projects, ensuring that stakeholders are kept informed at all stages.

What We Are Looking For:

  • Experience:
  • Proven experience in planning, delivering, and managing capital works programs within the housing sector. Strong background in surveying and property maintenance is essential, with knowledge of building pathology, repair diagnostics, and procurement processes.
  • Project Management Skills:
  • You must be highly organized with the ability to manage multiple projects simultaneously. Experience managing contractors, budgets, and timelines is critical.
  • Technical Knowledge:
  • Strong understanding of building regulations, health and safety standards, and property lifecycle costs. You will need to have experience conducting property surveys, diagnosing defects, and preparing comprehensive reports and feasibility studies.
  • Communication and Collaboration:
  • Excellent communication skills, with the ability to work effectively with a range of stakeholders, including contractors, residents, internal teams, and council members. You should be able to clearly articulate project objectives, progress, and outcomes to both technical and non-technical audiences.
  • Problem-Solving:
  • A proactive problem solver, you will be comfortable diagnosing complex repair issues and identifying cost-effective, practical solutions.

Qualifications:

  • Degree or relevant qualification in Building Surveying, Construction Management, or a related field.
  • Experience in housing or property management, with a focus on capital works and repairs.
  • Membership of RICS or CIOB (desirable but not essential).
  • Excellent IT skills, including proficiency in project management software and property management systems.
