Your new companyHays Accountancy and Finance are recruiting and working in partnership with a large public sector organisation for the appointment of a Staff Officer Accountant offering a competitive market-leading salary and public benefits.We are recruiting for a Staff Officer Accountant in the Department of Justice - Troubles Permanent Disablement Payment Scheme. This is an extremely exciting new role.Your new roleBudget management and monthly financial reporting for the Scheme:

  • Assist the DP Accountant in the preparation of the In-year and Future budget forecasts including budget profiling exercises;
  • Assist the DP Accountant in the production of monthly and quarterly variance analysis of current year expenditure against approved budget;
  • Analyse and report financial data to the DP Accountant for inclusion in the production of management accounting information;
  • Assist in the preparation of returns for In Year and Future monitoring rounds;
  • Manage the preparation of monthly accruals, prepayments and journals;
  • Perform fixed asset verification and re-lifing exercises on assets held by DoJ on behalf of the Scheme;
  • Calculate and raise sales invoices to recoup cleaning, security and maintenance costs of the scheme;
  • Calculate the monthly sales invoice to TEO in order to recoup the administrative costs of the Scheme and payments made to applicants;
  • Manage the production of monthly cash forecasts to the department;
  • Review weekly, applicant payment stats to ensure that they agree to the GL;
  • Deal with internal and external auditors including the Northern Ireland Audit Office;
  • Develop and review financial IT systems;
  • Provide advice and guidance in the use and interpretation of financial information, accounting requirements and best practice;
  • Drafting and implementation of financial policies, procedures and controls;
  • Promotion of good corporate governance across the organisation;
  • Management of the financial processing function; and
  • Management of staff and other resources.
