Procurement Officer

An exciting opportunity has arisen for an experienced Procurement Officer to join a leading organisation based in Belfast.

This is a Full-Time, Temporary Position – with an immediate start.

Working hours: Monday – Friday: 8.50am – 5.00pm (36.5 hours per week).

With an hourly rate of £16.03 per hour.

A Basic Access NI Check is required.

Job Role:

You will be responsible for assisting with the tendering, evaluation, placement and monitoring of designated corporate contracts in addition to providing support to key strategic projects.

Essential Criteria:

  • Working towards Level 4 MCIPS qualification with at least 1 years’ related experience of procurement, tendering and contract management processes OR Able to demonstrate 2 years’ relevant experience of procurement, tendering and contract management processes.
  • A broad working knowledge of procurement, tendering and contract management processes.
  • Experience of writing and presenting reports to a variety of audiences and stakeholders.
  • IT proficient with the use and demonstrable experience of using Microsoft Office to include Word, Excel and Outlook.
  • Excellent communication skills both written and verbal – with the ability to communicate with stakeholders at all levels.
  • Ability to manage and prioritise a busy workload with a high level of accuracy and confidentiality.
  • Ability to work on your own initiative as well as part of a team.

Main Duties and Responsibilities:

  • Assist the Procurement Office to deliver a transparent and fair procurement service that promotes value for money, adopts best practice and ensures the business operates within the legal framework applying to public procurement, ensuring that value for money, accountability and legal compliance are achieved.
  • Work collaboratively with internal stakeholders to provide advice on processes, policies and procedures to ensure compliance with the Procurement Policy, Financial Regulations, NI Public Procurement Policy, and other relevant guidance including the Public Contract Regulations (PCR 2015).
  • To keep abreast of changes in such legislation and guidance, and any updates to policies and procedures as appropriate.
  • Assist with and advise on compliance reviews of existing contracts.
  • Assist with maximising the use of collaborative contracts within the sector and more widely within public procurement as appropriate.
  • Maintain procurement systems and records to ensure efficient and effective operations and robust internal controls are in place.
  • Assist with monitoring and ensuring achievement of value for money in all procurement including collaborating and/or advising colleagues to assist them achieve same.
  • Assist budget holders with contract management skills through ongoing training, development, consultation and communication.
  • Assist departments with the preparation and development of robust business
  • cases to support procurements.
  • Assist with the preparation of a range of procurement and contract management reports for consideration for a variety of internal and external audiences including Governing Body, Corporate Services Team and the Department for the Economy (DfE).
  • Developing, issuing and evaluation of quotations and tenders.
  • Provide general market intelligence for assigned areas of responsibility through research and other appropriate means.
  • Receive and respond to procurement enquiries from/to staff (email/telephone/face-to face).
