About the Role

We are seeking a skilled Development Engineer to join our Transport and Development team, responsible for overseeing and ensuring the high-quality delivery of roads, sewers, and associated infrastructure for new housing and industrial developments. This position involves engaging with developers to ensure their projects meet rigorous technical specifications, safety standards, and legal requirements.

Key Responsibilities
  • Technical Evaluation: Review and evaluate developer proposals to ensure they align with established technical specifications and council standards.
  • Negotiation and Agreement: Work directly with developers to finalise project details that contribute to a sustainable and enhanced environment, choosing options that align with policies and technical standards.
  • Legal Coordination: In collaboration with legal advisors, prepare and complete legal agreements to secure developments. Negotiate terms, ensuring appropriate fees and bonds are secured.
  • Consultant and Third-Party Liaison: Brief and manage external consultants as needed for project assessments and inspections. Liaise with third-party stakeholders like utility companies and site personnel to maintain project momentum.
  • Safety and Compliance: Ensure all development activities are executed safely and adhere to relevant traffic orders, licenses, health and safety regulations, and project documentation requirements.
  • Project Inspection: Oversee construction quality by inspecting site work regularly to ensure compliance with agreed specifications, materials standards, and health & safety regulations.
What You'll Need
  • Education and Training: HND or equivalent in a related discipline (highway engineering, civil engineering, or similar).
  • Technical Expertise: Solid knowledge of highway engineering, materials, and relevant statutory provisions, with an understanding of highway law and legislation.
  • Problem-Solving Skills: Demonstrated ability to analyse, address, and resolve issues that arise during project implementation.
  • Strong Communication Skills: Ability to effectively communicate and collaborate with internal departments, consulting engineers, contractors, elected representatives, and external organisations.
  • Organisational Skills: Proven capability in setting objectives, managing multiple tasks, and prioritising workload to meet project deadlines.
  • Customer-Focused Approach: Commitment to delivering high-quality service, respecting customers' needs, and building positive working relationships.
Additional Requirements
  • Proficiency in ICT, including AutoCAD, MS Word, and Excel, to facilitate project planning and reporting.
