The Housing Ombudsman Service (HOS) is an independent organisation in England that provides dispute resolution services for tenants, leaseholders, and housing association members. Its primary role is to address complaints about social housing providers, including local authorities, housing associations, and certain private landlords who are members of the scheme.

Description

The Organisational Development Business Partner plays a key role within the People Function of the Housing Ombudsman Service (HOS), driving the delivery of an effective people strategy aligned with the organisation's vision, values, and behaviours.

In this role, you will contribute to the development and implementation of organisational-wide Learning & Development (L&D) strategies, policies, and plans. Collaborating with leaders, you'll enable systemic change through people-focused activities while embedding our values and behaviours across the organisation.

Key Responsibilities:

  1. Deliver the Learning & Organisational Development (L&OD) Strategy through an ongoing programme of initiatives.
  2. Collaborate with the Learning & Organisational Development Manager to design and implement organisational development (OD) policies and plans that support our strategic goals.
  3. Lead OD activities that embed our values and behaviours and drive systemic cultural and structural change within the organisation.
  4. Partner with managers across HOS to ensure alignment of policies and processes with our values and behaviours, fostering positive cultural and organisational change.
  5. Build and maintain strong relationships with internal stakeholders to identify organisational needs and shape L&OD offerings.
  6. Use organisational insights and personal expertise to encourage self-development, enhance training opportunities, and promote a culture of continuous learning.
  7. Measure and monitor the impact of OD initiatives, sharing insights and best practices to foster continuous improvement and organisational learning.
  8. Promote the OD programme through engaging communication via platforms such as Hoogle (the intranet), the L&OD microsite, and Viva Engage.
  9. Advocate for HOS's vision, values, and behaviours across all activities.
  10. Support the L&OD Manager and Head of People in overseeing Corporate Social Responsibility (CSR) initiatives, ensuring deadlines are met and priorities are effectively communicated to staff.

Profile

You'll bring experience in organisational development and a passion for creating systemic, values-driven change. With strong interpersonal skills, you will engage effectively with stakeholders to shape strategies and initiatives that deliver meaningful outcomes.

You should possess:

  • Proven expertise in implementing OD and L&D strategies.
  • A collaborative approach, with the ability to build relationships across all levels of the organisation.
  • Excellent communication skills, with the ability to promote and embed organisational values.
  • A commitment to continuous learning, improvement, and delivering impactful results.
