Location: BirminghamContract: 6-month interimHays is currently working with a Birmingham-based council to recruit a Project Manager for a 6-month interim contract, paying £400 per day.As part of this project, the council has created a Local Net Zero Accelerator (LNZA) to develop the structures for creating and managing a portfolio of investable Net Zero projects and to get the first projects into that pipeline. This will include working with colleagues to set up a Technical Assistance Facility (TAF) that should serve, at a minimum, the needs of both LNZA and the Retrofit Pilot.Main Responsibilities:

  • Expand upon pre-existing work to understand the needs and requirements of Retrofit Pilot projects from a technical assistance facility.
  • Strategically utilise allocated resources for Retrofit Pilot programmes to provide an effective and comprehensive TAF, including potential external support from organisations such as Salix and the 'Rise' service from Turner & Townsend.
  • Collaboratively design and implement a Technical Assistance Facility for the Retrofit Pilot.
  • Provide technical advice and critical friend support to Retrofit Pilot projects, signposting and utilising external support resources where applicable.
  • Use learning from the Retrofit Pilot TAF to inform LNZA's immediate and future TAF needs.Essential Requirements:
  • Proven ability to use strong interpersonal skills to work collaboratively across project and programme boundaries, ideally in fast-paced, political, and complex contexts.
  • Excellent verbal and written communication skills, with the ability to convey complex technical information in simple ways.
  • Proven ability to quickly grasp complex concepts and translate them into action, while bringing other teams along.
  • Detailed technical understanding of domestic and public sector building retrofit and the technical advice required to progress ideas to deliverable projects.
  • Experience working within public procurement requirements to secure compliant but flexible access to a wide range of technical expertise (e.g., planning, engineering, legal, commercial, or financial).
  • Proven experience in end-to-end service design and/or delivery plan design.
