HAYS are delighted to be working with the West Midlands Combined Authority to recruit a Programme Lead for Transport on a 12-month interim basis to cover maternity leave. This role will be Birmingham-based, and my client is seeking a highly skilled and experienced Programme Lead for Sustainable Transport to join their Transport Portfolio Office. Reporting to the Head of Transport Portfolio Office, the successful candidate will be responsible for leading the programme management function for Sustainable Transport delivery. This role involves working directly with delivery and technical service teams to ensure the programme is achieved on time and within budget, while managing processes, outputs, strategies, and contracts effectively.
This role is paying between £400 and £450 per day, and the successful candidate will be required to be office-based 2/3 times per week in Birmingham.
The key responsibilities of this role are:
- Lead and manage the Sustainable Transport Programme within the Transport Portfolio Office.
- Ensure programme delivery aligns with agreed business cases.
- Implement and oversee programme controls and reporting.
- Manage scope, risks, issues, change control, assurance, and compliance.
- Lead procurement strategies and tender documentation.
- Set and measure KPIs for safety, quality, and cost.
- Plan and ensure resource forecasting for delivery.
- Support audit and assurance activities and reporting.
- Ensure collaborative and transparent programme delivery with internal and external stakeholders.
- Manage programme resources, including consultants and contractors.
- Work with teams to establish and implement project execution plans.
- Ensure smooth transition through stage-gate processes.
- Set and maintain standards for safety and assurance compliance.
- Oversee agreements with partners and ensure statutory compliance.
- Build, manage, and motivate a high-performing team.
In order to be successful in this role, you will need:
- Experience working in the transport industry (e.g. rail, metro, highways).
- Strong programme management experience.
- Technical understanding of large-scale civil engineering projects.
- Experience of leading multidisciplinary teams and building strong relationships across organisational boundaries.
- Senior line management experience.
- Experience of managing capital budgets, and effectively applying key commercial, business, and other management skills.
- Demonstrable experience in communication at a senior level.
