Programme Manager – Bus Service Improvement Plan

Salary: £52,580 - £58,064 per annum (2-Year Fixed Term)
Working Arrangement: 1 day onsite per week (Flexible)
We are working with a Local Government Authority who are looking for a Programme Manager to support them with their Local Transport Plan particularly their BSIP.
You will take lead for planning and managing all aspects of the delivery of the project and workstreams which enable the delivery of bus service improvement plan funding. They have already secured £10m of central government funding which will be received April 2025.
Responsibilities:
- Providing effective leadership to the Bus Service Improvement Plan programme, leading, managing and motivating all partners and stakeholders to achieve the objectives and agreed priority outcomes
- Lead on the project management aspects of the Bus Service Improvement Plan projects applying recognised project management disciplines to a high standard
- Ensure that project management tools and documents such as, but not limited to, project plans, initiation documents, risk registers and issue logs are used and effectively maintained to contribute to the efficient running of the project
- Ensure the project is effectively integrated into the wider programme of projects and that you collaborate effectively with peers across the organisation to coordinate resource and identify dependencies
- Provide and communicate effective monitoring and reporting on progress of projects against agreed targets and milestones in dashboards and reports which are appropriate to the audience
- Offer appropriate and constructive challenge over the performance of project workstreams, working with colleagues to find solutions to keep workstreams to time, budget and quality targets
- Undertaking procurement exercises and managing contracts with external suppliers, as and when required, to inform strategy and policy development
- Lead on bespoke development plans for projects to meet the needs of all partners, so they can be developed, reduce risk and ensure value for money
Requirements:
- Experience of developing, managing and delivery of Transport Projects and Programmes
- Experienced working within a Local Government or Transport (preferably bus network) setting
- Awareness of DoT guidance into bus franchising and other operational models
