RM Recruit Ltd is working in partnership with our Midlands based Housing client to recruit a Head of Asset and Compliance on a permanent basis.

The Head of Assets and Compliance is responsible for executing the Asset Management Strategy and overseeing the Building Safety Programmes. This role ensures the effective and efficient management of the Group’s property portfolio while maintaining full statutory compliance.

Leading key service areas such as planned maintenance, capital investment, building safety, and asset compliance, the post holder will drive high-quality, cost-effective strategies to sustain and improve housing stock. They will also oversee the 30-year stock investment programme, asset performance monitoring, and data management to guarantee properties remain safe and meet required standards.

Main duties include:

  • Provide strong, inspiring leadership for the Asset Investment, Compliance, and Safety teams, ensuring optimal use of resources and effective service delivery.
  • Oversee asset maintenance, investment, and performance, ensuring alignment with regulatory and statutory standards.
  • Use data analysis and innovative methodologies to shape and refine the Asset Management and Safety Strategy.
  • Contribute to the organisation’s strategic goals and business plans.
  • Present performance reports and KPIs to the Executive Team, Board, and Committees.
  • Manage budgets, ensuring financial performance aligns with targets and strategic priorities.
  • Lead the delivery of the organisation’s 30-year stock investment programme, ensuring appropriate funding is in place.
  • Implement a stock appraisal system using performance data to identify properties for investment, disposal, remodelling, or alternative use.
  • Ensure IT systems effectively support asset data collection, management, and reporting.
  • Support the organisation’s sustainability goals by driving energy efficiency strategies to achieve SAP C and net zero carbon targets by 2030.
  • Develop and maintain robust investment data to predict asset lifecycle costs, enabling informed decision-making beyond Decent Homes standards.
  • Oversee planned maintenance programmes, ensuring effective life-cycle costing and quality control.
  • Manage service contracts effectively, ensuring efficiency and value for money.
  • Lead the development and execution of the organisation’s building safety and compliance framework.
  • Monitor and manage health and safety compliance within the Property Services division.
  • Maintain accountability for Property Services Board KPIs related to health, safety, and asset compliance.
  • Present monthly and quarterly performance updates to senior leadership and the Board.
  • Oversee capital budget management, reporting variations and seeking necessary approvals.
  • Ensure effective communication and implementation of the Asset Management and Safety Strategy.
  • Maintain the organisation’s reputation for delivering value-for-money services.
  • Conduct audits and performance reviews, identifying opportunities for continuous service improvement.

As the ideal candidate, you will possess strong knowledge of housing-related health and safety regulations and be proven in business planning, budget setting, risk management, and financial oversight. You will be skilled in preparing and delivering executive-level reports and Board KPI management and expertise in asset management strategies, including component lifecycle planning and 30-year investment programmes is desirable. Housing experience is essential.
