Introduction
Transport and Connectivity have a substantial Capital Programme made up of many different projects which help deliver growth in the city and encourage outside investment. These are collectively known as the Transportation and Highways Delivery Programme, which is a rolling programme of capital and revenue investment in the city's transport networks and systems.
An Integrated Settlement - Transport Programme Manager is required to join the Transport Planning Team, to manage the Integrated Settlement - Transport programme. The programme consists of several projects which are funded via the West Midlands Combined Authority (WMCA). The funding is time limited and must be spent in accordance with the programme's objectives, alongside the grant conditions. In addition to the monitoring of existing schemes, assistance in the development if the next tranche of transport projects to be funded from the Integrated Settlement is required.
This role will report to the Transport Planning Manager - Strategy & Investment and have a strong interface with the Transport & Connectivity Programme Management Office (PMO) Team.
Roles/Responsibilities:
- Programme management of existing Integrated Settlement - Transport programme (this consists mainly of the current City Region Sustainable Transport Settlement (CRSTS) programme). The role also includes the programme management of some individual strategic projects such as the Snow Hill Growth Strategy (Our Future City Transport Strategy). In addition, it will also include programme management of future rounds of Capability & Ambition Fund and Active Travel Fund.
- Co-ordination with senior managers and with project managers for individual schemes within the overall programme.
- Act as a single point of contact for the Integrated Settlement/CRSTS Programme with the WMCA on all aspects of monitoring and reporting as well as overseeing grant claims.
- Dissemination and coordination of information between Integrated Settlement/CRSTS Project Managers and WMCA.
- Co-ordination with the Transport & Connectivity PMO Team on the monitoring of the Integrated Settlement/CRSTS programme, including supporting the establishment of new PMO functions/requirements linked to new Integrated Settlement funding.
- Management of an appropriate senior level project board structure for decision making and reporting for the project.
- Co-ordination with wider projects outside of the Integrated Settlement/CRSTS programme.
- Collaboration with the Transport Planning Team to oversee and develop a pipeline of projects for future tranches of the Integrated Settlement programme and other funding sources as appropriate.
- Ensuring compliance with local authority governance and procurement processes.
- Preparing and presenting reports to elected members and other stakeholders.
- Complying with Standing Orders, Financial Regulations and Legislative requirements relevant to the services provided, including those relevant to external clients.
- Represent the interest of the Service Group, Directorate and City Council as required together with those external clients as appropriate.
Technical Requirements/ Competencies
- In-depth knowledge of programme and project management methods and principles.
- Experienced in working within a local authority environment and having an understanding of local authority governance and procurement processes.
- Experienced in managing risk across a portfolio of projects.
- Exceptional leadership and organisational skills.
- In-depth understanding of performance evaluation principles.
- Proficiency in various programme management software, including MS Office, MS Project and PowerBI.

Budget
The post will be funded grants received by the client, via the West Midlands Combined Authority from the Department of Transport under the City Region Sustainable Transport Settlement (CRSTS) Capacity fund.
Details of Appointment
The role will commence 31st March 2025, be subject to agreement by both parties. As described in section D, an interview with potential candidates shall be required prior to appointment to obtain a thorough understanding of the skills, knowledge and experience of the top scoring candidates. The interviews will be scored as pass / fail.
Working hours are based on an 8-hour day Monday to Friday, totalling a 40-hour week, although different working patterns and hours can be accommodated subject to approval prior to commencement.
This is a hybrid working role, with attendance of in-person meetings and team office working days to be undertaken at the Council House, and other city centre locations. This requirement is for up to two days per week.
Site visits will also be required, including site meetings with Councillors and other key stakeholders and attendance at public consultation events. These may take place outside of normal working hours.
