Compliance Officer - Permanent/Part-Time (22.5 hours per week)

Location: West Midlands / UK - Hybrid working (1 day per week travel to Birmingham, Uxbridge, or Watford)

Role Overview

We are seeking a knowledgeable and proactive Compliance Officer to join our team on a part-time basis. The successful candidate will be responsible for managing corporate compliance risk, developing, and maintaining company policies, and monitoring compliance activity to minimise reputational, financial, and contractual risks.

You will act as a subject matter expert (SME), offering guidance to support process improvements that drive business efficiency and support strategic goals.

Key Responsibilities

Audit and Compliance Monitoring

  • Conduct a wide range of audits across all Brook Street brands to assess compliance with statutory, contractual, and internal standards, and identify areas for improvement.

Data Management & GDPR

  • Handle client requests in line with Corporate Data Privacy protocols.
  • Respond to applicant queries.
  • Process Data Subject Requests, including Right to be Forgotten and Subject Access Requests.

Contractual Audits

  • Audit Strategic and Key Account KPIs and obligations.
  • Review branch recruitment practices against contractual terms.

External Audits

  • Coordinate and support external audits, including:
    • Client audits
    • Modern Slavery and GLAA inspections
    • Regulatory inspections (e.g., CQC, Ofsted)
    • Statutory agency requests (e.g., REC, UKVI, EASI, DBS)

Operational and SME Support

  • Provide daily guidance to branches and business support teams on:
    • The Employment Agencies Act and Conduct Regulations 2003
    • Modern Slavery, Business Ethics, and GLAA standards
    • Right to Work checks
    • Recruitment of individuals with criminal records
    • Data privacy and internal screening requirements
  • Support the Bids and Legal teams with content for tenders and service level agreements.
  • Attend business meetings or regional briefings as required.

Training and Development

  • Support and deliver compliance training workshops for new starters.
  • Design and deliver bespoke training sessions at the request of senior management.
  • Create training materials reflecting legislative or procedural changes.
  • Collaborate with the Talent Acquisition and Training teams to develop relevant resources.

Project Management

  • Lead and contribute to projects focused on process improvement and risk reduction.
  • Maintain effective documentation, reporting, and evaluation procedures.
  • Engage with teams across all levels of the business to gather feedback and complete assigned project tasks.

Complaints & Investigations

  • Manage serious complaints including allegations of fraud, accidents, and incidents.
  • Provide out-of-hours support (including evenings and weekends) as part of Night Service duty.
  • Coordinate safeguarding cases, liaising with local authorities, police, education providers, and client safeguarding teams.
  • Conduct investigations to support disciplinary procedures.

Internal Audits

  • Perform audits across branch operations (Commercial, Industrial, Strategic Accounts, and Social Care).
  • Audit CCT processes, particularly Public Sector Resourcing (PSR).
  • Carry out ad hoc audits as required.

Policy and Procedure

  • Develop and maintain internal policies and procedures, in consultation with stakeholders and relevant legislation.
  • Align policies with the company's strategic objectives and evolving regulatory landscape.

Additional Responsibilities

  • Prepare audit reports and contribute to the annual risk profiling programme.
  • Respond to client audit requests and provide supporting documentation.

Key Skills & Experience

  • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Strong verbal and written communication skills, confident interacting at all organisational levels.
  • Knowledge of the recruitment sector and related compliance standards.
  • Excellent attention to detail and administrative capabilities.
  • Highly organised, with strong time management and prioritisation skills.
  • Able to manage high workloads and work to tight deadlines under pressure.
  • Self-motivated, solution-focused, and adaptable.
  • Committed to upholding company ethics and service standards.
  • Able to respond effectively and professionally to operational queries and requests.
