Introduction

Transport and Connectivity have a substantial Capital Programme made up of many different projects which help deliver growth in the city and encourage outside investment. These are collectively known as the Transportation and Highways Delivery Programme, which is a rolling programme of capital and revenue investment in the city's transport networks and systems.

Transport Projects has a small team of in-house technical specialists leading on the delivery of these projects, supplemented by our supply chain.

There is a requirement for a Project Manager to join the team on a full time based (40-hours per week) to lead the design and delivery of the Kings Heath & Moseley Places for People (phase 2) project that sits within the Neighbourhoods portfolio of Transport Projects. This Active Travel project is developing further measures to encourage and support active travel within the local area.

The first phase of these works introduced a range of active travel measures predominantly to the western side of Kings Heath. The second phase of the project will look to bring further active travel enhancements to the wider area.

Role and Duties

  • Lead the design and development of the Kings Heath & Moseley Places for People (phase 2) project.
  • The successful candidate will be expected to work mainly unsupervised, with guidance from the Neighbourhoods Programme Manager and Head of Transport Projects (Neighbourhoods).
  • The Project Manager may be expected to oversee the day-to-day work of a small number of junior members of the project team (not more than 5), these may come from either the client or be seconded in from other supply chain partners.
  • Preparation of options appraisals, outline business cases, full business cases, consultation, financial management and all necessary governance processes required to deliver the project.
  • Act as the named Project Manager role on NEC Contracts (including administration on behalf of the client).
  • Produce monthly project reports, reporting project adherence, finance, resource profile and risk.
  • Attend weekly progress meetings with the scheme Programme Manager and other stakeholders.
  • Prepare reports, briefs and replies to correspondence and consultations for the project.
  • Assist with public consultation meetings.
  • Ensuring compliance with local authority governance and procurement processes, including preparation of programmes, financial monitoring, risk assessments and other project documentation.
  • Liaison and engagement (including written reports) with key stakeholders, elected members and the wider public.
  • Work with other officers and partners to develop procurement and other strategies required to deliver the project.

Knowledge / Experience / Skills Required

  • An accredited project manager or can demonstrate they have undertaken accredited training such as PRINCE2, Agile PM or similar.
  • Good written and oral communication skills in English is essential
  • Previous NEC contract management experience, either as assistant project manager or project manager.
  • Good working knowledge of DMRB and other relevant design standards.
  • Working knowledge of guidance notes such as LTN 1/20.
  • Experienced in leading and developing complex highway projects in busy urban areas, including statutory procedures, options development, outline design, and governance processes.
  • Experienced in management of complex projects, including managing risks and issues and budgets/financial reporting.
  • Prepare business cases and other governance reports to support project delivery.
  • Experienced in working within a local authority environment and including an understanding of local authority governance and procurement processes.
  • Experienced in working effectively with numerous partners / stakeholders in the development of projects including large scale community engagement and working with and responding to members of the public, Councillors and Ward Members
  • Conflict resolution and the ability to deal with challenging stakeholders.
  • Knowledge and awareness of statutory processes such as CDM, TROs, NRSWA etc.

Details of Appointment.

  • Working hours are based on an 8-hour day Monday to Friday, totalling a 40-hour week, although different working patterns and hours can be accommodated subject to approval prior to commencement.
  • The successful candidate will be based at the council house. It should be noted that the team is currently working in a 'hybrid' arrangement with typically two days a week in the office and the rest of the time at home. It is not known how long this arrangement will continue, but secondees must be able to travel to the West Midlands as required and assume that they could be working from a city centre office on a more permanent basis at some point during the period of the secondment.
  • Site visits will also be required, including site meetings with Councillors and other key stakeholders and attendance at public consultation events. These may take place outside of normal working hours.
