Contract: Interim - 6-months +

Spencer Clarke Group are seeking an experienced Interim Chartered Building Surveyor to deliver high-quality surveying functions across the Council's commercial property portfolio. The successful candidate will bring technical expertise, exceptional project management skills, and the ability to work within allocated budgets and timelines to meet the Council's operational and strategic objectives.

This role requires a focus on programming and delivering property maintenance, preparing condition surveys, and ensuring statutory compliance.

Key Responsibilities
  • Conduct detailed site, building, and stock condition surveys.
  • Prepare drawings (CAD), work schedules, and project specifications.
  • Develop and deliver a Planned Property Maintenance (PPM) programme for the commercial portfolio.
  • Manage and deliver maintenance and improvement projects, ensuring timely and budget-compliant completion.
  • Ensure all works adhere to statutory and contract obligations, including CDM regulations.
  • Respond to on-site challenges, including structural diagnostics and building pathology, to define remedial actions.
  • Stay up-to-date with building regulations, planning requirements, and relevant legislation.
  • Coordinate the preparation of tender and contract documentation.
  • Monitor and manage budgets for minor and major works, ensuring delivery within financial constraints.
  • Liaise with stakeholders, maintaining high-quality communication and negotiation throughout project delivery.

Candidate Requirements
  • Minimum of five years' experience in building surveying, stock investment, maintenance, and feasibility studies.
  • MRICS qualification (or equivalent professional chartered status).
  • Proficiency in project management and programming of works.
  • Strong knowledge of CAD software and preparation of work schedules and specifications.
  • Familiarity with Council operations or public sector experience.
  • Strong understanding of commercial property standards and stock investment strategies.
