Our client, a local authority in the West Midlands, is seeking an experienced Interim Project Manager to lead the reintegration of their Housing Repairs and Maintenance service. Currently managed by an arms-length company, this service will transition back to direct council control. The Project Manager will play a pivotal role in delivering this complex and high-profile programme, ensuring a smooth transition across 8 workstreams, while leading engagement with employees, stakeholders, and the wider community.

Key Responsibilities

  • Manage the day-to-day execution of the programme, ensuring the successful delivery of 8 key workstreams that facilitate the reintegration of the repairs and maintenance service back to the council.
  • Provide project management support to the Programme Lead and assist with the overall governance, ensuring seamless coordination of all aspects of the programme.
  • Drive forward employee engagement, leading workshops, roadshows, and internal/external messaging activities to ensure clear communication and understanding of the transition.
  • Build and maintain effective relationships with stakeholders, ensuring regular and transparent communication based on the agreed communications strategy.
  • Work closely with Trade Union representatives to lead consultation processes and employee engagement activities throughout the project.
  • Identify risks, escalate concerns where appropriate, and manage the risk register to ensure the programme is delivered on time, within budget, and to specified standards.
  • Provide operational input and ensure professional advice is integrated into the project from an early stage to meet housing repair and maintenance requirements.

Experience/Qualifications Needed

  • Bachelor's degree in a relevant field (e.g., public/business administration, law, finance, construction management) or equivalent practical experience.
  • Project management qualifications such as APM, MSP, Prince 2, or extensive experience in programme/project and change management.
  • Proven experience in managing housing repairs and maintenance services or overseeing the insourcing of such services.
  • Experience of working at a strategic level within a local government setting.
  • Strong understanding of housing repairs and maintenance regulations, policies, and best practices.
  • Excellent communication, negotiation, and stakeholder management skills, with the ability to lead engagement activities with staff, trade unions, and external partners.
