We have a fantastic opportunity for a Health and Safety Consultant at Blackburn and Darwen Council, this is a full-time temporary role for the next 6 months, with the possibility of extension.

What is the role?

Blackburn and Darwen Council are looking for a Health and Safety Consultant, to provide professional Health and Safety Advice and guidance across the organisation on all Health Safety related issues, working in partnership with internal and external stakeholders. Develop relationships to understand the needs of the organisation and support with the delivery of initiatives, change and the development of workforce strategies and projects in a way that is efficient, customer focused and results driven.

What are your responsibilities?

  • Work collaboratively with managers at all levels to shape HR priorities to meet business needs and emerging agendas, enabling the organisation to forward plan, taking account of new legislation, develop appropriate workforce strategies, implement government initiatives and maximise funding opportunities.
  • Support the HR Service to deliver on all aspects of HR activity including.
  • Health, safety and wellbeing – working to keep people well in the workplace.
  • Employee relations & engagement.
  • Statutory responsibilities.
  • Procedural advice.
  • Workforce development.
  • Workforce strategy development
  • Identify and analyse recurring issues and the subsequent development of appropriate strategies to reduce the level of reactive casework/Investigations in the organisation.
  • Provide advice and support with regard to high level complex cases/Investigations and change activity in including dismissals and appeals.
  • Work closely and productively with Trade Union colleagues to understand and reduce employee relations/Health and Safety issues
  • Drive efficiencies within the service through streamlining processes and ways of working.
  • Identify trends and future requirements using MI to improve the performance of the service.
  • Competent and confident in undertaking H&S Audits, producing audit reports and actions plans
  • Experienced H&S trainer - e.g. in General H&S responsibilities, Manual Handling, Working at Height (ladders & steps), COSHH, DSE
  • Equally comfortable coaching 1:1 or delivering informally to a team meeting
  • Experienced in reviewing accidents, incidents and near misses, in investigation of the same and in making improvement recommendations
  • Knowledgeable about RIDDOR events, when and how to report these.

What skills do you Need?

  • Must have recent experience of working as a Health and Safety Consultant.
  • Strong IT Skills, as you will be using Microsoft Office, and internal Council IT Systems
  • Excellent people skills, as you will be speaking to the public, other members of staff and managers.
  • Appropriate professional qualification, the minimum requirement will be NEBOSH or equivalent Health and Safety Qualification.
  • Qualified – NEBOSH General Certificate
  • Valid driving licence and access to a vehicle
  • Recent Health and Safety(H&S) experience (ideally gained in a diverse organisation)
  • Hybrid role maximum of 3 days in the office a week, and 2 days working from home.
