I am seeking an experienced and dedicated Finance Officer for a pivotal role that ensures financial integrity, supports budget management, and oversees payroll and general accounting policies and systems, among other responsibilities. The ideal candidate will be adept at producing accurate financial reports and managing finances effectively.  Experience within a sector that is heavily regulated by funding streams (such as public sector) would be highly desirable.

Day-to-day of the role:
  • Protect the  financial position by maintaining up-to-date, complete, and accurate records of finances and staffing/payroll.
  • Produce monthly financial reports for Officers and Members, enabling informed decision-making.
  • Assist managers in budget control, highlight problem areas, and identify resolution strategies.
  • Prepare the Annual Statement of Accounts within statutory deadlines, ensuring valuations are current and the Fixed Assets register is accurately maintained.
  • Develop budgets for all departments in collaboration with managers to support current operational needs.
  • Provide financial advice, generating costed options for consideration.
  • Implement and update financially based policies to comply with current legislation.
  • Manage payroll systems, including processing salaries, deductions, and maintaining records related to leave, sick pay, pensions, and other payroll components.
  • Manage VAT accounting for sales and purchases, ensuring timely and accurate filings.
  • Oversee the risk management, including maintaining the Risk Register.
  • Manage the  Debtors, including overseeing possible proceedings.
  • Invest funds to maximise returns and minimise risks, considering operational cost needs.
  • Lead on insurance, contracts, and leases, particularly relating to utilities and IT.
  • Attend  committees and civic events as required, providing explanations and clarifications on financial matters.
Required Skills & Qualifications:
  • Proven experience in financial management within a public sector or similar setting.
  • Strong ability to produce detailed financial reports and manage budgets.
  • Knowledge of payroll systems and financial legislation.
  • Excellent organisational skills and ability to manage multiple responsibilities.
  • Strong communication skills for reporting and advising on financial matters.
  • Proficiency in IT and financial software systems.
  • Ability to work independently and as part of a team.
This role requires experience in a similar role and/or suitable qualifications in the accountancy field.  CIPFA would be desirable but is not essential.
