We are seeking a dedicated Highways Inspector to join the Department of Place. This role involves a variety of highway inspections across the highway and cycle network within the Bolton Metropolitan Borough district. The ideal candidate will have a robust knowledge of highway maintenance, legislation, and safety protocols.

Day-to-day of the role:
  • Conduct multifunctional highway-related inspections of council-owned assets.
  • Accurately record on-site information using various techniques including writing, audio, camera, and data capture devices.
  • Provide factual witness statements and attend pre-trial conferences; give evidence on behalf of the council in court proceedings.
  • Carry out first-line highway enforcement activities, including identifying and investigating matters such as unlawful crossings and overhanging vegetation.
  • Inspect works by Statutory Undertakers and ensure compliance with regulations and codes of practice.
  • Liaise directly with applicants regarding the safe installation of structures like scaffolds and hoardings on the highway.
  • Assist in the preparation of quotations for vehicle access crossing applications and provide customer advice according to council policies.
  • Investigate complaints regarding the highway network and provide customer feedback and advice.
Required Skills & Qualifications:
  • Practical knowledge of highway maintenance issues and solutions, including a working knowledge of highway materials and construction methods.
  • Familiarity with the Highways Act and other relevant legislation.
  • Proficient in using a variety of recording devices and IT packages for highway inspection processes.
  • Ability to interpret and apply relevant codes of practice, including those relating to Street Works inspections.
  • Experience in highway materials and construction methods.
  • Ability to perform highway safety inspections on foot for prolonged periods.
  • Must hold a full, current, and valid driving licence and have a vehicle that meets the council’s requirements.
