Bolton Council are seeking a Commissioning Officer to support the Head of Live Well Commissioning and Children's and Adult Services teams. The successful candidate will provide end-to-end evidence-based commissioning, with a focus on Learning Difficulties and Mental Health, ensuring delivery of services that meet required outcomes and quality standards.

Day-to-day of the role:
  • Develop commissioning strategies and plans with key partners and stakeholders, ensuring these plans are based on thorough consultation with providers, users, carers, and citizens.
  • Analyse service user needs and market conditions to inform commissioning plans.
  • Deliver activities and specific projects that develop commissioning/procurement approaches across health, social care, children and young people, and social inclusion services.
  • Improve outcomes for service users and enhance value for money for the council.
Required Skills & Qualifications:
  • Proven experience in end-to-end commissioning, ideally within learning disabilities (LD) and mental health sectors, though experience from other areas with transferable skills is also valuable.
  • Ability to conduct modelling, create the right specifications, manage the tender process, and organise contracts effectively.
  • Capable of handling general commissioning work, mastering all the basics, and managing various project components to alleviate workload pressures.
  • Strong analytical and strategic planning skills.
