Job Details
Responsibility for the administration of leaseholder service charges, major works, shared ownership properties, Right to buy applications and other leasehold services income. To take ownership for the performance of leasehold property management, ensuring the correct apportioning and accounting of expenditure. To ensure an outstanding customer service and service delivery. To prepare the annual estimated and actual service charge accounts.
The post covers a wide range of duties assisting with the day to day management of our Leasehold properties, leasehold management, including the collection of service charge arrears.
To issue Section 20 notices in accordance with legislation.
To fulfil this role within the framework of service objectives, the Council’s corporate objectives and policies and any legal requirements.

- At the discretion of the Head of Service, such other activities as may from time to time may be agreed consistent with the nature of the job described above.
KEY SERVICE RELATED ACCOUNTABILITIES
- To take ownership and responsibility for any service related written or verbal complaints or enquiries from the public, Council Staff, Statutory Agencies or other bodies and to respond promptly and efficiently within the set timescales. Ensuring a high level of professionalism and customer service is maintained at all times.
- Monitor receipt of income and ensure that appropriate action is taken to pursue outstanding debts in accordance with leasehold legislation and Council policy and procedure.
- To provide a consistently outstanding service that demonstrates the Council’s corporate values and makes a real difference to residents lives, including ensuring our properties are well presented and maintained.
- To ensure that services we deliver are customer focused and responsive to local needs. Working closely with our Tenant Participation Groups and encouraging involvement and feedback as an integral part of the service. This may include the need to attend evening meetings.
- Liaise with leaseholders, other officers within, and outside the Council and external organisations.
- Undertake recovery action in accordance with defined policy and ensure all service charges and shared ownership accounts are regularly monitored and appropriate actions taken in a timely manner.
7. Undertake S20 consultation in accordance with the procedure and timescales outlined in the legislation, issuing notices and supporting information as required.
8. To liaise with the repairs team regarding Major Works Projects.
9. Deal with applications requiring permission under the lease, responding within set timescales and raising administration charges where the lease allows.
11. To respond and process Right to buy applications, conduct the necessary fraud checks and liaise with the Councils’ solicitors as necessary.
- Review, monitor and make proposals for improvement to policies, procedures and practices.
- Negotiate and monitor special arrangements for repayment of arrears with debtors in line with the Council policy and procedures.
- Refer cases to legal services for recovery action and monitor progress and performance in a timely manner, identity, prepare papers and propose cases for write off.
- Make necessary adjusts to debtors personal accounts and maintain control records.
- Maintain systems to ensure appropriate accounting records for individual accounts and control accounts.
- Produce regular reports on income collection performance
- To maintain accurate written and computerised records of progress and outcomes for all casework and competently use computerised technology including Microsoft Office, (word, excel and outlook etc), the internet, Nafn, Uniform and in-house systems such as Orchard and Locata.
- To develop and maintain effective working relationships with other Council staff and a variety of statutory and voluntary agencies.
- To be an active and willing member of the Estate Management team. This includes participating in all duties and providing cover for colleagues.
- To attend and participate in internal and external meetings as required.
- To keep up to date with housing legislation and related policies.
- To refer to the Head of Housing any matter of a serious or contentious nature.
