Start: ASAP, Late January/Early February

Rate: £500 per day, umbrella Inside IR35

Hours: Full time

Duration: Until the end of April initially, very likely to extend

Location: West Midlands

Remote with occasional on-site requirement

Our client is seeking a Public Health Principal – Drug and Alcohol Strategic Commissioner.

This is a senior manager post, responsible for the strategic commissioning of substance use prevention, treatment, and recovery services. The role will also take a lead role in the development and delivery of strategies and business plans, as well as substance incident management preparedness and response.

You will act as professional lead and subject matter expert, providing strategic planning, technical and tactical input at appropriate times and recommending appropriate courses of action with regards to risk management and harm reduction.

Responsibilities:

  • Lead the development, delivery implementation and monitoring of drug and alcohol commissioning strategies, covering prevention, treatment, and recovery services to meet local needs for both adults and young people consistent with the strategic direction of national substance use policy and local strategic plans
  • Co-ordinate and lead the development and implementation of local drug and alcohol strategies for both adults and young people in line with key partners and stakeholders to reduce substance related harm and avoid duplication of activity
  • Take a lead role in the development and delivery of drug related incident preparedness plans and response including maintenance of a local drug information system (LDIS), maintaining close links with health protection and emergency preparedness partners

Strategic Commissioning

  • Commission a substance use prevention, treatment & recovery system across the county ensuring continuous improvement in the delivery of a high quality, evidence based services, which are effective, efficient, accessible and led by best practice within financial and resource boundaries. Ensure that the national commissioning standards are adopted locally in all commissioning work
  • Lead and deliver the production of a rolling cycle of commissioning strategies ensuring they follow the commissioning cycle of needs assessment, planning, purchasing/contracting, performance and review and are continuously refreshed to meet the desired outcomes for service users and carers/family members in the context of recovery and self-directed support
