Head of Organisational Design and Cultural Transformation

Duration: 3–6-month assignment with likely extensions available

Rate: Negotiable daily rates (Inside IR35)

Hybrid Working - 2-3 days onsite

Our client is embarking on a pivotal transformation, driven by new leadership, a focus on devolved decision-making, and an ambition to create a more collaborative and impactful structure.

This transformation programme is designed to enable more effective delivery across key areas by fostering close partnerships with Local Authorities (LAs) and responding to the evolving needs of the region. The initiative will address siloed working, modernise systems and processes, and streamline operations to enhance agility and responsiveness to both local and regional priorities.

Please note this role will be reporting to the Director. There is no line management responsibility. The existing team will continue to report directly to the Director.

The programme aims to position the organisation for long-term success by embedding agility, improving operational efficiency, and fostering a collaborative, empowered culture. At its core are the people it serves and the places it impacts. The transformation will ensure the delivery of better outcomes for residents, stakeholders, and communities while creating a resilient, future-ready organisation.

The transformation programme is structured around guiding principles of People and Place, focusing on the following areas:

  • Place and People (Place-centric): Delivering outcomes that are locally relevant and responsive to specific community needs
  • Being a Great Partner (Partnerships): Building stronger partnerships with Local Authorities by fostering shared decision-making and collaboration to achieve common goals for the region
  • Becoming Agile (Systems & Processes): Modernising internal systems and processes to enhance responsiveness and efficiency, including digital transformation and data-driven decision-making
  • How We Organise Ourselves (Organisational Structure): Breaking down silos and enhancing collaboration to improve service delivery across the region
  • Empowering Our Colleagues (People & Culture): Promoting leadership, innovation, and high performance by equipping employees with the skills and tools to succeed

Key Responsibilities

The Head of Organisational Design and Cultural Transformation will focus on two critical areas:

  • Organisational Design: Aligning the organisation’s structure with strategic priorities to enhance efficiency and effectiveness
  • Culture: Driving cultural change to foster empowerment, innovation, and employee engagement

This is a highly visible role, requiring a regular on-site presence of 2–3 days per week at the organisation’s main office.
