The Deputy Harbour Master is to assist the Harbour Master in the day-to-day management of marine operations at HPC.

The role will have delegated powers of the Harbour Master in respect of navigational safety and at a wider level when deputising for the Harbour Master. Proven, effective interpersonal skills are required to ensure effective liaison, both internally and externally. An ability to work under pressure and make decisions within agreed delegation of authority.

Principal Accountabilities

* Organise and conduct regular marine safety exercises with Jetty contractors and external agencies.
* Liaise with onsite contractors and local stakeholders to ensure HPCHA remains compliant with Oil Spill Contingency Plans, including conducting and monitoring response exercises.
* Liaise with onsite teams and government agencies to ensure HPCHA remains compliant with the International Ship and Port Facility code, including conducting and monitoring exercises.
* Produce and present regular marine industry learning presentations at meetings to ensure up to date learning from the marine industry are cascaded onto site.
* Attend the jetty as required (may be out of normal office hours), complete and submit jetty report forms to the Harbour Master.
* Chair weekly operational meetings and feedback to the Harbour Master
* In the absence of the HPCHA Harbour Master, ensure compliance with the PMSC and become accountable to the Duty Holder.
* In the absence of the HPCHA Harbour Master, ensure continuity at both operational and board level. Attend Harbour Board meetings on the Harbour Masters behalf as required.
* Deputising for the HPCHA Harbour Master with the responsibility for the management of all aspects of the harbour operation, including marine safety, security (land based and marine) and environmental protection.
* Acting in the absence of the HPCHA Harbour Master under both statutory and delegated powers, on behalf of the HPC Harbour Authority (HPCHA), as the decision maker in relation to harbour operation short term problems and all operational issues as a Duty HPCHA Harbour Master.
* Deputising for the HPCHA Harbour Master in the co-ordination of Jetty activities with HPC Emergency Arrangements and Security Procedures.
* Deputising for the HPCHA Harbour Master in the effective liaison with adjacent harbours, other navigational stakeholders such as the Maritime & Coastguard Agency, Trinity House, the Royal Yachting Association, the Hydrographic Office, and the Ministry of Defence at the Lilstock Firing Range.
* To provide, in the absence of the HPCHA Harbour Master, marine services competent advice relating to the movement of AIL's and other cargos by sea, as required.

Knowledge, Skills, Qualifications, Experience

Essential
* Previous demonstrable harbour marine operations experience, preferably at AHM level.
* Previous practical vessel operating experience
* Demonstrable experience of PMSC compliant marine operations; including towage and shipping
* Previous demonstrable maritime incident response experience
* IT/computer skills applicable to the role
* The ability to interact and negotiate with a wide variety of stakeholders
* Undergo nuclear security clearance vetting to SC Level.
* Ability to deputise for the Harbour Master and act with authority when required.
* VHF SRC Operators Certificate

Desirable
* Port Facility Security Officer Qualification
* Oil Spill Response 4P Qualification
* Safety leadership qualification e.g. IOSH Managing Safely
