Techniche Global are supporting an engineering defence contractor to appoint a Procurement Lead.

Salary:                  £62,500 - £74,000 per annum

Location:             Hinckley Point C, Somerset (hybrid- twice per week at the site; 3 days WFH)

Duration:             Full time / Permanent (37 hrs per week)

Requirements:    eligible for BPSS Clearance; NEC contracts experience

Key responsibilities:
  • A key member MEHA Partner Procurement Team and responsible to the MEHA HK8010 Procurement Lead.
  • Engagement where necessary with key internal and external project stakeholders.
  • Compliance with MEHA procurement and nuclear safety processes.
  • Lead MEHA partner company subcontract procurements.
  • Liaise with Construction team to understand their upcoming requirements and to develop and maintain the MEHA Partner Tender Event Schedule (TES).
  • Raise Subcontracts in accordance with MEHA Partner governance requirements, to meet NNB HPC Project and business objectives.
  • Identify procurement scope gaps and propose and implement mitigation measures.
  • Complete reporting for MEHA management highlighting successes, blockers, mitigations, and forecast work.
  • To undertake Subcontract Procurement work as directed by the MEHA HK8010 Procurement Lead.
  • Demonstrate value for money by applying ‘best for project’ procurement principles.
  • Production of procurement strategies, selection of tenderers, drafting and issue of Invitation to Tender documents, leading the cross functional team through the tender assessment process, writing and presentation of tender recommendation reports, complete subcontract award governance
  • Support to post-award subcontract management, contract administration and supplier performance management.
  • Production of common Forms of Contract (NEC & bespoke Subcontracts) within the power construction industry and / or a major projects and programme environment.
  • Negotiating subcontract terms with suppliers, then engaging and seeking agreement of those terms with both the Client and MEHA Partner company stakeholders.
  • Maintain thorough records of procurement process steps undertaken (upload to CEMAR) and support reviews and audits as required.
  • Make sound commercial decisions on complex matters of high financial value.
  • Reporting to project management on subcontract procurement status, risks, and subcontractor performance.
  • Apply nuclear safety culture philosophy to all procurements.
Qualifications/ Experience:
  • Degree in relevant discipline (or equivalent).
  • Relevant professional Accreditation (RICS, CIPS etc.).
  • Can achieve security clearance (BPSS or higher).
  • Good understanding of the UK regulatory framework.
  • A positive ‘can do’ mentality.
  • Committed to continuous improvement and able to apply this to project working practices and procedures.
  • Leads by example, sets the right behaviours, demonstrates a “best for project” ethos.
  • Can think laterally and flexibly to deliver solutions, with a ‘process driven’ focus to delivery.
  • Demonstrates strong communication skills, liaising effectively with peers, other functions, delivery partner and Client teams.
  • Able to demonstrate accountability for their own actions and take responsibility.
  • Demonstrates ability to reach sensible compromise positions.
  • Proven track record in large scale projects in the nuclear or similar regulated sector, including major EPC projects.
  • Experienced in delivering and operating at a Senior Level.
  • Experienced in working in a Joint Venture or Alliance environment.
