Southern Water Region / Sussex

Position Overview:

We are seeking an experienced Quantity Surveyor, operating within IR35, with proven expertise in the water sector, particularly within the Southern Water framework. This role involves delivering robust cost management, reporting, and forecasting for ongoing water infrastructure projects. The candidate will work closely with internal and external stakeholders to ensure financial and commercial success.

Key Responsibilities:

Reporting

  • Deliver precise, timely cost and value reporting at both project and business unit levels.
  • Ensure accurate cash flow reporting.
  • Execute cost management activities, including forecasting.
  • Prepare and update the monthly Cost-Value Reconciliation (CVR), cost and commercial plans.

Processes

  • Support adherence to internal commercial processes across the business unit, with a focus on Southern Water framework requirements.
  • Drive continuous improvement initiatives for processes and procedures.
  • Understand and align with Joint Ventures (JVs) or Alliances' procedures, contributing to their ongoing development within the water sector.

External Relationships

  • Review main contract terms and conditions to ensure they align with Southern Water's framework standards and company risk assessments.
  • Engage the supply chain with clear, accurate contract terms and conditions.
  • Build and maintain strong relationships with Southern Water and other clients to enhance project outcomes.
  • Manage subcontractor selection, negotiation, and financial accountability.
  • Prepare applications for payment and handle client and third-party communications on commercial issues, including variations and claims.

Internal Relationships

  • Facilitate effective collaboration between the Commercial Team and on-site operational teams working within the Southern Water framework.
  • Support site management in forecasting and cash recovery, aligning both with project targets and Southern Water requirements.
  • Share best practices, providing cost management guidance to site teams within water industry standards.

Key Measures & Targets:

  • Accurate monthly forecasting.
  • Proactive resource and cost management.
  • Compliance with monthly commercial deadlines.

Key Relationships:

  • Commercial Manager/Managing Quantity Surveyor and the Commercial Team.
  • Business Development and Bid Managers.
  • Site Teams.
  • Southern Water representatives and other clients.

Person Specification:

Essential:

  • Extensive experience in the construction industry with a focus on the water sector, especially within the Southern Water framework.
  • HND/degree (or equivalent) in Quantity Surveying.
  • Familiarity with ICE/NEC contracts and construction law, specifically as it pertains to the water industry.
  • Expertise in commercial management, subcontractor procurement, measurement, and financial reporting.
  • Skilled in monthly reporting, earned value analysis, estimation, and cost analysis.
  • Proficient in communication, numeric analysis, and MS Office, with excellent organizational skills.
  • Ability to work independently and collaboratively within a team.

Desirable:

  • Membership in RICS or relevant professional body (or actively pursuing).
  • CSCS card.
