The role of Parking Services is to support the continued development of the citys Parking Strategy (and that of the sub region) and ensure the effective enforcement of its priorities, in adherence to current and developing legislation, whilst providing a fair, equitable and cost-effective service to our customers.

Civil Enforcement Officer (CCTV) will generally be deployed at the discretion of management to carry out traffic enforcement using static or mobile CCTV. They may be required to carry out this enforcement in an on or off street (MSCP) role. It is recognised that there are aspects of these roles which are different and this is reflected in the sections below, where appropriate.

Individual post holders will normally be assigned to operate the Council CCTV Traffic Enforcement role. It is accepted that to meet operational requirements, staff could be deployed into either role and that staff will consequently benefit from greater diversity in their roles and increased training.

To abide by health and safety regulations, reporting any problems to the Senior Civil Enforcement Officer (CCTV).

Undertake driving duties as required and perform basic vehicle maintenance checks.

Traffic enforcement using deployed mobile CCTV supports the Transport /Parking Strategy by ensuring that vehicles parked on the Public Highway, using Bus Lanes as an unauthorised vehicle, contravening moving violations as directed by legislation or in the authority's off street, surface car parks are in compliance with Traffic Regulation Orders.

The Civil Enforcement Officers support the Parking Strategy by ensuring that vehicles parked on the Public Highway, or in the authority's off street, surface car parks are correctly parked in compliance with Traffic Regulation Orders. The post holders provide a customer service to members of the public and are responsible for checking that Pay & Display/Pay on Foot machines are functioning correctly.

All post holders have input to, and contribute to the delivery of, the Service Delivery Plan.

Civil Enforcement Officer (CCTV) normally work standard office hours when undertaking static CCTV work, however, when working in either a mobile or on street/car park role will work early and late shifts on a 7-day roster basis. The post holders are supported by and report to Senior Civil Enforcement Officer (CCTV).

Additional Information

It is intended that the role will be predominately reviewing contraventions captured by CCTV whilst office based, however, for operational reasons the post holder may be required to work in an on street/car park enforcement role.

If required to work in an on street/car park enforcement role post holders may be required to work shifts within a roster. Hours of operation are from 06.30 to 22:30, 7 days a week.

If required to work in an on street/car park enforcement role Post holders will be expected to wear a uniform, which will be provided, and to carry appropriate equipment (when required).
