Job Title: Senior Building Surveyor (Asset and Project Delivery

Location: BristolDepartment: Asset Maintenance

Reports To: Head of Asset Management

Job Summary:The Senior Building Surveyor will play a pivotal role in maintaining and enhancing the university's physical infrastructure. This position involves overseeing building projects, conducting surveys, ensuring compliance with regulations, and providing expert advice on construction and maintenance. The ideal candidate will have extensive experience in building surveying, strong project management skills, and a commitment to sustainability and innovation.The successful candidate will be tasked with leading and line managing a team of surveyors and consultants, providing strategic direction on the collection of condition data to ensure technical excellence. They will ensure governance of health and safety, internal processes for the collection of data, procurement, and financial management, and prepare viability and option appraisal reports based on applicable information to support financial investment bid papers.Key Responsibilities:

  • Engage positively with stakeholders on condition reporting, technical reports, diagnosis of defects and the development of capital maintenance programmes.
  • Prepare, supervise and monitor contract documentation and specifications, including refurbishment and maintenance works, dealing with client variation or complaints in a professional manner.
  • Oversee the preparation of tender and contract / framework documentation for approved contract works and maintain project records, to ensure client and project needs are adequately reflected within the scope of briefs, and contract documentation used in the preparation and management of projects.
  • Ensure project design and delivery is in line with health and safety legislation, and positively contribute towards the university's decarbonisation plans and contribute technical expertise to the Carbon Net Zero plan.
  • Manage contractors and consultants onsite and ensure their compliance with University protocol and conditions relating to their activities and conduct. Review their performance against project Key Performance Indicators (KPIs') and ensure all work is compliant with relevant legislation and best practice.
  • Ensure governance of financial variation orders issued within the project team, providing scrutiny, cost control and ensuring variations are issued in accordance with any contract in place, undertaking regular analysis and reporting on findings.
  • Lead on the collation and updating of budget costs for the upgrading or the replacement of passive and active fire safety components across the University's building stock, so that this information can be used to inform long-term asset plans and strategies.

Qualifications/Experience required

  • A degree or HNC/HND in a Building Surveying or Construction-related discipline is essential.
  • Professional certification (e.g., MRICS, MCIOB) is highly desirable.
  • The ability to use Computer Aided Facility Management (CAFM) software is essential.
  • Strong knowledge of building regulations, health and safety standards, and sustainability practices is essential.
  • An understanding of a wide range of construction-related legislation, including CDM 2015 and Planning Regulations Reform (Fire Safety) Order 2005, Building Regulations and associated fire safety legislation, is an essential skill required.
  • Ability to work independently and as part of a team, with a proactive and solution-oriented approach.
  • Other desirable skill sets are experience working in a property/estate department. Knowledge of sustainability best practices for working towards Carbon Net Zero initiatives, as well as experience working on Grade I and II listed buildings.
