Our client is a large local government and looking for an experienced Finance Business Partner to join their team on a permanent basis
The sucessful applicant will be required to come on board and to lead on delivering high quality financial advice and commercial & financial expertise to the organisation.
You will take a full and proactive approach in managing and delivering timely financial and management accounting services, including all aspects of budgeting, medium- and long-term financial planning, project and transformation programme support, forecasting, financial reporting and control.
This will include long-term capital and resource planning for general fund, ring-fenced funds, partnership funds (e.g. West of England Combined Authority), closure of the annual accounts and companies wholly owned or which the council has a material interest.
Responsible for providing comprehensive and innovative support to senior managers and councillors on a range of propositions, working collaboratively with services and staff across the finance function to effectively manage the lifecycle of complex propositions.
To act as an integral member of the finance management team and drawing on specialist expertise identifying, developing and supporting opportunities and initiatives to transform the delivery of financial services and governance across the council and contribute to strategic and operational developments.
To provide confident leadership and clear management to ensure the effective operational delivery of the service and significant, complex and high-risk programmes and projects and to contribute to strategic and operational development, drawing on the jobholder’s specialist expertise. All applicants will need to demonstrate an in-depth understanding of technical accounting in a Local Authority.
Full CCAB or Certified Member of the Institute of Risk Management (or equivalent qualification).
Sharp financial acumen to build robust commercial and economic models, define appropriate pricing strategies and ensure budgets & forecasts, including revenue and capital projections, are sound and support proposed changes. Knowledge of International Financial Reporting Standards, the financial markets, funding requirements and opportunities.
