About the role

An exciting opportunity has arisen to join the team as a Training and Competence Oversight Manager. You will own the Training and Competence Framework including Group Competency policy, and design, implement and oversee suitably robust governance, reporting and oversight arrangements to meet the regulatory requirements as they apply across the HL Group. You will act as an SME and point of contact for all colleagues in relation to the Training and Competence regulatory requirements, reporting to the Head of Regulatory Strategy and relevant governance committees on all elements of the Training and Competence and Group Competency Framework.

What you'll be doing

  • Assessing the current Training and Competence Scheme and Professional Standards Framework to determine appropriate operating model, governance, reporting and oversight arrangements, and implement appropriate enhancements.
  • Designing and implementing relevant management information and KPIs to support senior management oversight and governance.
  • Driving the annual review of the Group Competency policy with senior management to ensure continued compliance with the regulatory requirements.
  • Supporting and making recommendations to the SMCR Team and relevant Senior Managers in their Reasonable Steps in relation to Training and Competence.
  • Ensuring the appropriate regulatory requirements form part of the relevant induction programmes.
  • Developing and owning the Training and Competence risk controls on MetricStream.
  • Supporting relevant governance committees with the provision of regular and periodic reporting as required.

About you

  • Practical experience of Training and Competence scheme management and oversight.
  • A strong working knowledge of the regulatory requirements relating to Training and Competence and the Senior Managers and Certification Regime ("SMCR").
  • Experience of Asset Management, Funds, Platforms and Advisory regulated environments.
  • Sound understanding of FCA Handbook, MIFID II and relevant regulations relative to Training and Competence.
  • Professionalism and the ability to influence in a positive manner through stakeholder engagement.
  • Ability to contribute ideas for process improvements and adapt easily to procedural changes.
  • Positivity and the adoption of a solution-based approach in all aspects of work.

Interview process

This will be a two-stage interview process consisting of competency and behavioural questions and an assessment task.

Working Schedule

We are based in Bristol, BS1 5HL. This role is permanent, full time, 37.5 hours per week, Monday to Friday. We have returned to the office, however for this role we offer a flexible working pattern to enable you the option of working from home and coming into the office.
