Our Client is a leading Public Sector Organisation in the South West of England.
The Senior Project Manager (Construction) is responsible for the effective shaping, planning and delivery of large-scale, capital construction projects which are high-risk, high-cost and high-profile.

Responsibilities

  • Application of their specialist technical, professional knowledge and experience to deliver these projects effectively on behalf of the council.
  • Successfully shapes, plans and delivers projects on time, to budget and to the desired outcome through the effective application of the most appropriate project management methodology.
  • Develops and maintains and detailed project plan, dealing with complex internal and external dependencies effectively. Uses the plan collaboratively to drive, monitor and report on progress and to forecast timescales, completion, resources and costs effectively.
  • Identifies the skills and resources needed to deliver the project successfully. Builds the internal team and works with internal specialists to procure or commission appropriate external input to support delivery.
  • Provides leadership to the project team, enabling them to successfully deliver the work for which they are responsible. Achieves this through ongoing supervision, support and guidance.
  • Actively manages risk through effective analysis, mitigation and contingency planning.
  • Manages the complex project budget effectively and in line with the council's financial procedures and regulations. Accurately manages and forecasts expenditure within agreed tolerances, dealing with any variances effectively.
  • Communicates effectively with stakeholders at all level and across organisational boundaries to ensure alignment to strategic objectives, support a shared vision for the work and respond effectively to any issues

Qualifications need to be either MRICS or MCIOB along with a Health and Safety accreditation.

Requirements

  • Detailed understanding of the laws, regulations and standards associated with the development and delivery of construction projects, including, for example, the Construction (Design & Management) Regulations (CDM 2015)
  • Experience of developing complex proposals and business cases that shape strategic objectives into deliverable projects and which gain approval to proceed
  • The ability to plan projects with complex, intra- and inter-organisational dependencies and multiple organisations partnering the delivery - then to actively use these plans in the successfully delivery of projects
  • Experience of building and leading dispersed project teams comprised of internal specialist resources and externally sourced partners effectively
  • Expert at identifying opportunities and developing practical solutions to project issues by applying their own experience, knowledge of industry best practise and by encouraging and valuing the expertise around them
  • Experience in construction procurement, contract- and supplier management to ensure that the right suppliers are sourced and that they deliver to their contractual commitments.
  • A highly skilled communicator able to direct and inspire their team; communicate complex project-related information effectively; persuade and convince senior managers and councillors; and negotiate and drive the performance of external suppliers.
  • Have a working knowledge of business and team working applications, for example Microsoft 365 or equivalent, including email, word processing, spreadsheet, browser, team collaboration applications, and have a willingness to learn new applications and technology as required.
