We are working with a local authority who are looking for a Planning Obligations Research officer; the purpose of this role is to ensure that the information held on the Council’s planning obligation database is up to date and accurate to improve the reporting function of the authority.

The role is expected to review historic planning agreements and finance reports on spend to reconcile the information contained within the planning obligations database (Mastergov).

Location: Southwest based Local Authority 

Set-up: Remote / Hybrid – on-site 1-day per week

Rate: £25.91 - £29.37 per hour via umbrella, inside IR35

Duration: Initial 6-month contract

Hours: Full-time position

Responsibilities include:

  • Ability to understand and interpret clauses and obligations in S106 Legal Agreements and Unilateral Undertakings
  • Ability to understand and interpret financial data in reports from Finance
  • To use professional judgement that the S106 contribution has been used in accordance with ALL the terms of the legal agreement (i.e. the contribution has been used for the purpose as set out in the agreement and within the stipulated timescale stated in the agreement)
  • Attention to detail and accurate data input into the Council’s planning obligation database’s (Mastergov) Legal Agreements Module on financial data relating to contributions that have been allocated/spent in accordance with the terms of the agreement
  • Report cases where monies may need to be repaid and support the repayment process.
  • Ability to use initiative and work across different teams and Service Areas to achieve reconciliation and repayment outcomes
  • Support the production of the Annual Infrastructure Funding Statement and the Local Development Guide
  • Maintain a collaborative and a positive working relationship with colleagues across multiple teams at the County Council
  • Provide ad hoc support to Principal Planning Obligations Officer and Team Leader and provide support to cover areas of work

Requirements:

  • Local Government experience required for initial shortlisting, then thereafter at the client’s discretion
  • Educated to degree level or equivalent experience
  • Excellent level of literacy and numeracy evidenced by GCSE’s and A-Levels/NVQ Level 3 in relevant subjects OR able to demonstrate equivalent qualification
  • Understanding of relevant Planning Legislation
  • Familiar with S106 Legal Agreements and the planning system of which they are a part
  • Monitoring and compliance of planning obligations
  • Use of databases, and the ability to research, analyse and report complex data
  • Good communication skills (verbal and written), and ability to scrutinise and interpretating complex data
