Thrive Oldham are recruiting for a H&S Manager (Housing) in the Bury area

Key Duties/Tasks will include:

  • Setting up Permit to Work system for our communal areas, working with our Asbestos and Fire leads to ensure process maps are designed in collaboration with Repairs and Capital Works Teams
  • Design and Produce a plan to bring CDM in-house in collaboration with the Capital Works Team
  • Setup a 3rd party audit regime for our EICR programme, as well as moving the 3rd party audit contract for Gas from our Gas Team to the H&S team
  • Working through previous H&S audit recommendation and working with Repairs Managers to ensure they are implemented, which may include delivery of Toolbox Talks

37 hours per week on site and in accordance with the council's flexitime and agile working arrangements.

Special Conditions of Service:

  • To be responsible services that are provided from various locations across the Borough.

Extended flexi time scheme in operation.

  • The post holder will be required to work flexibly outside of normal working hours in accordance with the exigencies of the service, which could reasonable include service responses to emergencies.

  • The ability to travel inside and outside of the Borough for which expenses will be payable in accordance with the Council's conditions of service.

  • To attend evening meetings in accordance with service requirements.

Purpose and Objectives of Post:

  • Providing expertise to support the implementation/development of H&S policies and procedures
  • Provide oversight and scrutiny of other Building Safety Safety Teams
  • Raising awareness and supporting managers to recognise and understand their H&S responsibilities and obligations
  • To promote health & safety throughout the business by working closely with site teams to ensure a safe environment
  • Prepare information to support specific projects with regard to current Health, Safety, Fire and Risk Management legislation, regulation and best practice
  • Support Repairs, Neighbourhoods and Investment teams with on-site and occupational H&S, including carrying out audits
  • Implementation of a Housing Services OHSMS system
  • CDM Management Support

Success Measure: Homes, Residents and staff are kept safe and the Housing Services Team is compliant with all applicable H&S legislation including HASAW

Key Responsibilities:

  1. Deliver best in class health and safety management, behaviours and cultures
  2. Establishing and delivering robust health and safety requirements for our repairs, maintenance and construction works.
  3. Compile reports and generate effective action plans to rectify any deficiencies found.
  4. Establish risk assessments in place for Housing Service activities and ensure control measures are understood, implemented and monitored
  5. Implementation of a Permit to Works system for all communal areas.
  6. Establish safe systems of work for high/medium risk operations and ensure effective implementation
  7. Assist with the compilation, review and distribution of health and safety and compliance policies and procedures
  8. Undertake regular inspections in line with the health and safety audit plan, and compile reports and generate effective action plans to rectify any deficiencies.
  9. Work closely with the Corporate H&S Safety Team for any Occupational Health Concerns
  10. Investigate accidents, incidents and health & safety concerns (including RIDDOR) and ensure appropriate control and prevention measures in place.
  11. Develop and deliver a range of toolbox talks, practical and technical health and safety related training courses
  12. Develop and deliver formal and informal health and safety communication programmes
  13. Review and monitor contractor health and safety selection, assessment, management and control
  14. Create health and safety data and dashboards.
  15. Monitor health and safety performance compliance and control.
  16. Work with Heads of Services and Line Managers to drive positive health and safety cultures and behaviours within Housing Services teams.
  17. Provide support and guidance to key stakeholders e.g. Compliance, Direct Works, Neighbourhoods, Asset Management and External Contractors.
  18. Provide regular updates to Head of Building Safety on health and safety risks, concerns, opportunities and wins.

Qualities required of the postholder.

  1. A confident and credible leader able to work collaboratively to achieve objectives in a Political environment.
  2. Solution focused, innovative and results driven.
  3. A recognised H&S professional, with good working knowledge for other areas of responsibility.
  4. Comfortable using standard MS software suite, Word, PowerPoint, Excel.
  5. Able to see, articulate (and deliver), how the Building Safety Team contributes to the departments and Councils objectives.
  6. Articulate, able to explain complex matters, verbally and in writing.
  7. Knowledge of CDM & contractor management preferably within repairs and maintenance
  8. Uses professional expertise and communication skills to resolve conflict.
  9. Ability to train, coach, and mentor staff to improve service quality and staff development.
  10. Contribute constructively to the objectives of the department and Council.
  11. Good knowledge of building compliance and current legislation applicable to housing.
