This role is for an Interim Procurement and Commissioning Manager within the Public Sector, specialising in Waste & Environment. The successful candidate will manage procurement processes and coordinate initiatives within the department.

Description

  • Lead procurement and commissioning initiatives within the Waste & Environment department.
  • Manage a small team of procurement professionals
  • Manage supplier relationships and ensure optimal service delivery.
  • Drive savings and efficiencies within procurement processes.
  • Develop and implement strategic procurement plans.
  • Ensure compliance with procurement regulations and standards.
  • Collaborate with internal stakeholders to understand and fulfil procurement needs.
  • Monitor supplier performance and implement improvement plans as needed.
  • Foster a culture of continuous improvement within the procurement team.

Profile

A successful Interim Procurement and Commissioning Manager should have:

  • Ideally have MCIPs
  • Experience of Public Sector Procurement
  • Awareness of new PS regulations i.e. Procurement Act 2023 due to be implemented Feb 25, ideally certified.
  • Experience of contract management (desirable Environmental Services i.e. Waste & Recycling / Leisure and Grounds maintenance and awareness of waste legislation changes)
  • Experience of forming strategies and procedures for public contracting
  • Project management (PRINCE2 not essential)
  • Experience in procurement within the Public Sector.
  • Knowledge of the Waste & Environment sector.
  • Proven ability to manage supplier relationships and negotiate contracts.
  • Strong problem-solving skills and a strategic mindset.
  • Excellent communication and team management skills.

The role is responsible for leading and implementing procurement governance and adhering to Public Sector Contracting. It also has direct responsibility for the oversight of the organisation controlled company for Environmental Services and will require this position to manage Commissioning and procurement officers.
