Job Purpose

The Justice Team Manager oversees the operational delivery of CFO Evolution in custody and the community, ensuring performance, compliance, and quality standards are met. This role involves managing staff, stakeholder engagement, risk management, and continuous service improvement.

Key Responsibilities

Operational Management & Leadership

  • Oversee daily operations of CFO Wings and Core/Feeder Prison teams.
  • Line manage and support CFO Support Workers and Evolution Wing Facilitators.
  • Monitor performance, attendance, and best practice to achieve team targets.
  • Identify staff training needs and arrange professional development.
  • Lead a culture of continuous improvement and innovation.

Participant & Stakeholder Engagement

  • Ensure robust assessment, action planning, and case management for participants.
  • Build and maintain relationships with prisons, probation services, and community partners.
  • Develop referral pathways and joint working protocols to enhance service delivery.
  • Attend HMPPS and prison contract meetings, industry events, and stakeholder forums.
  • Facilitate employer engagement to meet employment targets.

Compliance & Performance Monitoring

  • Ensure contract compliance and performance expectations are met.
  • Set and manage staff targets in line with the Performance Management Framework (PMF).
  • Monitor and ensure high-quality data input into case management systems.
  • Conduct monthly audits, caseload reviews, and performance evaluations.
  • Support the development of risk management strategies and safeguarding measures.

Communication & Reporting

  • Liaise with prison management to integrate CFO Evolution into core prison services.
  • Ensure smooth through-the-gate transitions for participants by coordinating prison and community teams.
  • Feed into reports, improvement plans, and other contract documentation.
  • Work closely with subcontractors and escalate issues or success stories to the Regional Manager.

Person Specification

Essential

  • Experience managing teams to achieve performance targets.
  • Strong leadership, coaching, and motivational skills.
  • Knowledge of the criminal justice system, rehabilitation, and offender support.
  • Excellent stakeholder management and relationship-building skills.
  • IT proficiency (Microsoft Office, case management systems).
  • Commitment to safeguarding, risk management, and equal opportunities.
  • Full driving license and access to own transport.

Desirable

  • IAG or management qualification.
  • Experience in a target-driven environment within criminal justice, employability, or social support sectors.
  • Knowledge of local labour markets and disadvantaged groups.

Other Requirements

  • Enhanced DBS check and successful prison vetting required.
