Head of Finance (Commissioning & Benchmarking) | Temp £289.24 day rate | 6 month | Cardiff, Flexible Hybrid working

About the Role:This senior role is critical for leading the financial commissioning and benchmarking functions within Cardiff and Vale University Health Board (UHB). The postholder will manage provider activity and agreements for out-of-area patients, as well as financial commissioning for Cardiff and Vale residents. This includes oversight of Long Term Agreements (LTAs), high-cost exclusions, non-contracted activity, and individual patient funding requests. The role also involves working closely with key stakeholders to negotiate and manage healthcare agreements, ensuring robust systems for monitoring activity and financial performance.

Key Responsibilities of the Head of Finance:

  • Lead on financial commissioning for Cardiff and Vale (resident) activity, including managing complex healthcare agreements with WHSSC and other bodies.
  • Provide professional financial advice and leadership in developing and assessing business cases.
  • Manage a team of 8 staff in the Finance Commissioning, Costing & Benchmarking Team.
  • Monitor and report financial and activity trends, providing strategic insights to support the UHB’s financial planning.
  • Deputise for Assistant Directors of Finance when necessary, attending professional forums and high-level meetings.

Essential Criteria:

  • CCAB-qualified accountant with significant post-qualification experience.
  • Extensive NHS finance experience, particularly in commissioning and costing processes.
  • Proven leadership and management experience, including handling complex negotiations.
  • Deep understanding of NHS policies, financial systems, and commissioning frameworks.
  • Strong analytical, interpersonal, and communication skills.

Desirable Skills:

  • Project management expertise.
  • Experience in developing complex business cases and leading strategic initiatives.
