Description
The job purpose is to lead the NHS body in managing provider activity and agreements (for out of area patients) and the financial commissioning aspects of the organisation (resident) activity. This relates to the Joint Commissioning Committee (JCC), LHBs and non-Welsh commissioners. This includes Long Term Agreements (LTAs), high-cost exclusions and non-contracted activity. The role will provide assistance and leadership where necessary in the negotiation and management of the Health Care Agreements for the provision and commissioning of specialist services to/from (JCC) and other Health Boards. The post holder will ensure systems are in place to monitor activity and financial performance - flagging trends and developments that may impact on the UHBs financial forecast position.
Profile
Professional qualification in ACA, ACCA, CIMA or CIPFA
NHS experience is essential
Specialist expertise and experience of the NHS costing & commissioning processes and systems.
In depth knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS finance policies
Specialist knowledge and experience of financial management and business and strategic planning.
Experience of negotiating and dealing with difficult situations of conflict.
A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
Significant managerial experience of managing people and staff.
Experience of working within a highly complex and politically sensitive organisation
Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.

Salary up to £387 per day via an umbrella organisation
