Job Overview:

REED Procurement are partnered with a fantastic Procurement function in the Public Sector here in South Wales, who are looking to recruit a Framework Manager into their team. You will oversee, direct, and coordinate all framework activities to ensure effective management across collaborative frameworks, maximizing opportunities and achieving targeted efficiency savings and positive outcomes for clients. The Category team will engage in framework and tender activities across the business and with external Local Authority partners, including the development and delivery of future collaborative frameworks as needed.

The Framework Manager will lead the Framework Category Team, ensuring sourcing activities align with client needs, support the Socially Responsible Procurement Strategy, corporate business activities, and targeted efficiency savings. This role involves working with other Local Authorities.

Responsibilities:

  • Develop category plans and sourcing strategies to meet business owner requirements.
  • Lead the development of strategic sourcing and tendering to create high-performing contracts that maximize sustainable value for money and efficiency savings, contributing to organizational goals.
  • Drive change management initiatives to deliver improvements that support the net zero challenge.
  • Achieve targeted efficiency savings aligned with strategic organizational objectives.
  • Ensure effective contract and supplier management, appropriate to value and risk, across the category.
  • Facilitate skills transfer through the category management process via knowledge sharing and skills development.
  • Support Directorates and other customers in implementing key activities within the approved strategic sourcing solution.
  • Ensure the completeness, accuracy, and timeliness of tender and contract documentation within assigned categories.
  • Engage and build relationships with Directorates across the Commissioning and Procurement client base, collaborating on strategic reviews of individual categories and strategic sourcing requirements.
