About the Role

The Finance Officer will play a critical role in managing and controlling the financial resources. In close collaboration with the Finance Manager, this position ensures that all internal financial controls are functioning effectively and that the organisation complies with legal, accounting, and regulations.

The Finance Officer will be responsible for ensuring accuracy and timeliness in the processing of financial transactions, overseeing the Finance Assistant's day-to-day operations, and supporting systems development and compliance across the organisation.

Responsibilities
  • Ensure the accurate, efficient, and timely processing of all financial transactions.
  • Manage the administration of systems such as Collectorplan, bank reconciliations, sales, and expenses.
  • Oversee documentation review, payment approval, and transmission.
  • Monitor for and prevent potential fraud.
  • Conduct balance sheet reconciliations.
  • Support the Finance Manager in preparing monthly management accounts.
  • Prepare data for monthly drawdowns of Lottery funds from the Department of Culture, Media and Sport (DCMS) and grant-in-aid from the Welsh Government.
  • Provide financial data as required to external stakeholders and third parties.
  • Assist in preparing the register of staff interests for statutory accounts.
Systems Development
  • Support the Finance Manager in maintaining and upgrading financial software systems.
  • Advise on options for system upgrades and improvements to meet changing needs.
  • Assist in the implementation of system changes.
  • Ensure that procedural guides and other advisory documents are kept up to date.
  • Ensure the accuracy and integrity of data within the accounting systems.
Team Management
  • Coordinate and organize the activities of the Finance Assistants team.
  • Assist in planning, managing, and delivering work, as well as staff training and professional development.
  • Monitor and report on any potential risk areas within the team's responsibilities.
Audit Support
  • Maintain records to assist with internal and external audit processes.
  • Provide explanations to auditors within areas of responsibility.
  • Assist in implementing solutions in response to audit recommendations.
Reporting
  • Maintain accurate files and records, providing timely management information.
  • Produce and present internal quarterly environmental and carbon footprint reports.
  • Monitor and report on potential risk areas within the team's responsibility.
Corporate Compliance
  • Adhere to organisational policies, ensuring compliance with Anti-Fraud, General Data Protection Regulations, Welsh Language Standards, Wellbeing of Future Generations, and Cyber Security protocols.
  • Actively contribute to internal groups and project teams.
Additional Duties
  • Undertake any reasonable duties aligned with the scope of the role.
Required Skills and Experience
  • Significant experience in financial management, ideally within the charity or public sector.
  • Proficiency in Excel and financial software systems.
  • Strong organisational skills and attention to detail.
  • Ability to manage and coordinate a team, with experience in mentoring and supporting junior staff.
  • Understanding of charity financial regulations, compliance, and audit processes.
  • Excellent communication skills for engaging with internal teams, auditors, and external stakeholders.
