Job PurposeThe Highway Engineer (Development Management) will be working on the Essex Highways Integrated Services contract in partnership with Essex County Council. The primary objective of this role is to ensure that the design and construction of developers' highway infrastructure works, encompassing both new highway construction and improvements to the existing highway network, are acceptable to the Highway Authority for adoption as public highway, maintainable at public expense.
The role entails managing the implementation of developer-funded highway works associated with approved planning consents, ensuring their design and execution align with planning obligations and County Council policies.
With extensive knowledge and application of highway legislation, including the Construction (Design and Management) Regulations, and experience in a broad range of relevant engineering techniques and procedures, the successful candidate will be required to liaise directly with internal and external stakeholders, strategic partners, and other providers as necessary.
Key Responsibilities
- Assisting the Highway Authority and the Local Planning Authority in agreeing highway layouts and/or improvement works to the existing highway, ensuring they facilitate new developments and meet the requirements of the Highway Authority.
- Reviewing and approving detailed designs of highway works to ensure compliance with planning consent conditions, obligations, national guidance, legislation, and regulations.
- Representing the interests of the Highway Authority across a substantial portfolio of works designed and constructed by third parties.
- Responding to site and design queries related to adoptable highway works.
- Engaging in liaison with both internal and external stakeholders.
- Ensuring adherence to statutory processes as required.
- Instructing legal agreements to enable the adoption of developers' infrastructure works as public highways.
- Providing specialist advice and information regarding highway-related matters, responding to member enquiries, conducting site meetings, and maintaining high performance standards.
- Performing other ad hoc duties to meet the requirements of the role.
Skills and Knowledge
- A qualification at RQF Level 6 (Bachelor's degree) in a related subject, or equivalent proven experience in the field of highways and/or transportation.
- Evidence of continuing professional development and expert knowledge in the relevant professional area, with membership of the Institute of Civil Engineers, Institute of Highways & Transportation, Institute of Highway Incorporated Engineers, or another appropriate professional body.
- Demonstrable post-qualification experience in highways, transportation, asset management, and project management and implementation.
- Extensive knowledge and practical application of highway legislation, health and safety legislation (including Construction (Design and Management) Regulations), and relevant design procedures and standards/practice.
- Proficiency in financial management and control measures.
- Experience in managing the development and implementation of the highway aspects of highway schemes, including statutory processes.
- Detailed knowledge and experience of a broad range of relevant engineering or service techniques and procedures, with proficiency in specialist software tools.
- The ability to build and maintain effective internal and external working relationships, with experience in engaging with members of the public.
