Senior Highway Engineer (Development Management)Permanent, Full Time£42,679 to £50,211 per annumLocation: Chelmsford

The RoleThe Senior Highway Engineer (Development Management) will be working on the Essex Highways Integrated Services contract in partnership with Essex County Council. The primary purpose of this role is to ensure that the design and construction of developers' highway infrastructure works, including both new highway construction and improvements to the existing highway network, meet the standards required by the Highway Authority for adoption as public highway, maintainable at public expense.

The role requires the management of the implementation of developer-funded highway works associated with approved planning consents, ensuring they are designed and delivered in accordance with planning obligations and the policies of the County Council.

With extensive knowledge and practical application of highway legislation, including the Construction (Design and Management) Regulations, and experience of a broad range of relevant engineering techniques and procedures, the successful candidate will be expected to liaise effectively with internal and external stakeholders, strategic partners, and other providers from detailed design through to the end of the maintenance period.

Key Responsibilities

  • Contributing to the development of policies, plans, procedures, and practices to achieve economic and wider community goals, identifying and introducing new methods to deliver efficiencies and respond to technological advancements.
  • Assisting in the delivery of the programme of works, ensuring compliance with budget, timelines, and quality specifications.
  • Taking responsibility for budgetary control of specific work programmes to ensure value for money.
  • Supporting the Highway Authority in consultations with the Local Planning Authority regarding proposed developments.
  • Reviewing and approving detailed designs to ensure compliance with planning permission conditions and obligations.
  • Attending and chairing meetings while responding to site and design queries in a timely manner.
  • Engaging in extensive liaison with internal and external stakeholders.
  • Ensuring adherence to statutory processes where required.
  • Instructing legal agreements to facilitate the adoption of developers' infrastructure works as public highway.
  • Providing timely and accurate advice to County Councillors, District Members, Parish Councils, and the general public on highway-related matters.
  • Managing and providing technical direction to team members dealing with various aspects of highway services.
  • Achieving specific individual and shared targets and objectives as outlined annually within the performance management framework.

Skills and Knowledge

  • A degree or equivalent qualification in a relevant subject, or substantial proven experience in the field of highways and/or transportation.
  • Evidence of continuing professional development and expert knowledge in the relevant professional area, with membership of a professional institution such as CIHT being desirable.
  • In-depth knowledge of highway legislation, relevant design procedures, standards, best practices, and a broad range of engineering or service techniques and procedures.
  • Demonstrable knowledge of national guidance, legislation, and regulations concerning the design and implementation of highway schemes, with particular expertise required in the Highway Act 1980 and CDM 2015.
  • Comprehensive understanding and experience in applying all relevant health and safety legislation.
  • The ability to build strong, collaborative, and influential networks and partnerships that facilitate joint delivery.
  • Proven project management experience, with proficiency in project management tools and Microsoft applications.
