We are seeking a skilled professional to play a pivotal role in ensuring the design and construction of highway infrastructure projects (both new highway construction and improvements to the existing network) meet the required standards for adoption as public highway, maintainable at public expense. This includes Nationally Significant Infrastructure projects, developer-funded schemes, and other externally funded works.
The successful candidate will oversee the implementation of highway works, ensuring compliance with planning obligations, Development Control Orders, and the relevant policies. Extensive expertise in Highway legislation, including the Construction (Design and Management) Regulations 2015, is required. The role also involves liaising with a wide range of stakeholders, strategic partners, and providers, from the detailed design phase to the end of the Maintenance Period.

Service/Functional Responsibilities
* Contribute to the development of policies, plans, procedures, and practices that drive economic and wider community goals, introducing new practices to improve efficiencies and embrace technological advancements.
* Ensure the successful delivery of programmes of work within budget, timescales, and quality requirements.
* Manage budgetary control for specific work programmes to guarantee value for money.
* Provide support to the Highway Authority with consultations related to proposed developments submitted to the Local Planning Authority.
* Review and approve detailed designs, ensuring that planning conditions and obligations are met.
* Attend and/or chair meetings, addressing site and design queries promptly.
* Undertake extensive liaison with internal and external stakeholders.
* Ensure adherence to statutory processes where required.
* Manage the legal agreements necessary for the adoption of developers' infrastructure works as public highway.
* Provide timely and accurate advice to councillors, local members, parish councils, and the public regarding highway-related matters.
* Offer technical direction and leadership to team members, ensuring the effective delivery of all aspects of the highway service.
* Deliver specific individual and team objectives as defined annually within the performance management framework.

Skills and Expertise Required
* Degree-level qualification in a related field or equivalent proven experience in highways and/or transportation.
* Evidence of ongoing professional development, with expert knowledge in a relevant professional area. Membership in a recognised professional body, such as the CIHT, is desirable.
* Detailed knowledge of Highway Legislation, relevant design procedures, standards, and best practices, with expertise in a range of engineering techniques and procedures.
* Comprehensive understanding of national guidance, legislation, and regulations relating to the design and delivery of highway schemes, including strong expertise in the Highway Act 1980 and CDM 2015.
* Thorough knowledge and application of relevant Health and Safety legislation.
* Demonstrable ability to build collaborative and influential networks and partnerships that enable successful joint delivery.
* Strong project management experience with proficiency in project management tools and Microsoft applications.
