Job Title: Procurement Services ManagerLocation: Chelmsford or CambridgeHours: Part-time, 22.5 hours per weekContract: 6-month fixed termSalary: 37,099K - 42,978KWe are looking for a dynamic and detail-oriented Procurement Services Manager to join the team on a part-time basis, based in either Chelmsford or Cambridge. As part of the Financial Services department, the successful candidate will play a key role in managing procurement activities, ensuring compliance with UK Public Sector procurement regulations, and supporting staff in achieving their procurement objectives.

Key Responsibilities:

  • Provide a customer-focused procurement service to all Faculties and Professional Services.
  • Offer guidance on complex procurement matters, ensuring compliance with regulations and internal procedures.
  • Lead the preparation of procurement plans, tenders, and contracts.
  • Monitor supplier performance and contribute to the continuous improvement of procurement practices.
  • Analyse procurement data to make informed recommendations and support decision-making.
  • Ensure legal compliance, particularly with Public Sector Procurement Legislation.
  • Manage relationships with external suppliers, stakeholders, and consortia.

Person Specification:

Essential:

  • Degree or relevant experience, with evidence of continuing professional development in procurement (e.g., CIPS membership).
  • Previous experience in a procurement environment, particularly with public sector tendering and contract management.
  • Strong knowledge of UK Public Sector procurement legislation.
  • Excellent organisational and project management skills.
  • Strong IT skills, including proficiency in Microsoft Office.

Desirable:

  • Experience with paperless procurement systems and tools such as In-Tend and Business World.
  • Knowledge of current issues in higher education.
