Job Title: Governance and Compliance Lead - NHS

Responsible to: Head of Procurement NHS

Location: Chertsey/Chester/Normanton twice a week and working from home

Business area:NHS Supply Chain


Overall Purpose of the Role

As the Governance and Compliance Lead you will report to the Head of Procurement and have the overall responsibility for overseeing the Governance & Compliance team (currently 4 direct reports) and ensuring the teams adherence to the Public Contract Regulations 2015 (PCR15) and the implementation and adoption of the new Procurement Act 2023 (PA23), Government PPNs/ NHS England initiatives and directives.


You will be passionate about your role and motivated to ensure that we deliver value to our client, internal and external stakeholders. They require an expert in Public Procurement, to provide advice and guidance to support to the commercial teams and wider NHS Supply Chain Food colleagues.


Embedding the new PA 23 throughout the business and exploring the operational implications along with any innovative opportunities for the business to improve the value and solutions we provide for the NHS.


Ensure continuous improvement is at the heart of what we do with the continued adaptation and introduction of tools to help support the wider team to deliver the expectations of the contract. Ensuring our procurement documentation is fit for purpose, complies to PCR15/PA 23 requirements, drives best value for our customers.

Key Responsibilities


Lead a team of Governance Specialists (currently 3 & 1 Junior Buyer) who are responsible for running tendering activity to put Agreements in place for their food categories that support the growth of the food category to deliver value to their customers whilst ensuring we comply to the requirements set out under the current PCR 15.


Responsibility to ensure all (Governance owned) processes, standard operating procedures are fit for purpose, relevant and are routinely audited to ensure compliance across the teams.


The management of the Procurement Project Plans ensuring all projects are kept up to date ensuring procurement activities are delivered on time and against the expectations of the sourcing strategy, whilst ensuring delivery to our KPI targets.


Ensure Governance team provides the correct support to the wider business relating to all procurement activities and ensure that contractual commitments are delivered whilst supporting the overall implementation of the NHS Contract strategy to delivery savings and solutions to the NHS and improve spend growth targets.


Support the category teams in their development of category and sourcing strategies to ensure the application of PCR15/PA 23 drives the best outcomes, solutions and flexibility for the teams to utilize to support customer procurement solutions.


Have overarching responsibility to upskill the teams in relation to their regulatory obligations linked to public procurement, adapt training materials and run training sessions along with regular Governance drop in sessions to help upskill and support the teams.


Adapt, review and approve tender and competition documents prior to publication to ensure they comply to any relevant requirements for example the introduction of new Procurement Policy Notes.


You will be a great leader, problem solver and communication who is able to develop strong relationships with all key stakeholders and be able to work cross functionally both internally and externally to influence, energise and in still passion and resilience within the teams.


Candidate Profile

Excellent knowledge of Public Contract Regulations 2015

Good awareness of the new Procurement Act 2023

Proven experience in a strategic role or other senior managerial position

Demonstrable experience in developing strategic business plans

Knowledge of Healthcare

Excellent organisational and leadership skills

Excellent people management skills and focus on team development

Excellent communication, interpersonal and presentation skills

Good analytical and problem-solving abilities

Experience of building strong relationships with multiple stakeholders with differing needs

A collaborative team player that brings people together to deliver results.

Desirable

Experience in the food industry

Continuous improvement attitude

Degree in Business, Supply Chain, Economics or related field

Previous line management experience is desirable
