About the job
This role will work within the forward-thinking Highways Structures Team, responsible for delivering projects and schemes through the coordination, implementation and promotion of county council policy and good engineering practice. The purpose of the role is to support the team in delivering a customer focussed project management service, including provision of professional and technical expertise and guidance on highway structures project related issues.
The Structures team delivers schemes ranging from minor repair schemes to full scale bridge refurbishment and replacement projects e.g. masonry repairs, movement/expansion joint replacement, repainting schemes, bridge deck re-waterproofing bridge refurbishments and bridge replacements.
Key Skills:
- Ability to identify problems and resolve issues independently, particularly when attending site inspections or investigations, planning solutions and making sound pragmatic decisions which will have an impact on the service.
- Self-motivation with a proven capability and significant experience in delivering multi-disciplinary and highway related projects.
- Excellent communication and interpersonal skills to provide complex, technical specialist advice and guidance to a range of audiences, including non- specialists. Create and maintain effective working relationships and influence the behaviour and conduct of colleagues to ensure the highest level of service.
- Ability to organise consultation events and explain often complex information in a way that is clear to members of the public.
- Well-developed political awareness when working with members / senior management.
Qualifications and/or experience:
- Relevant membership of a professional body e.g. Chartered or Incorporated Engineer - Desirable
Key responsibilities
Develop and maintain a high level of expertise in an operational area of the service's work, delivering projects and/or services which meet local and national highway and transportation objectives, targets and safety standards.
Responsible for designing or managing the design of capital structures schemes, ensuring the technical, economic, environmental and safety aspects are considered, followed by managing the delivery of the works on the ground.
Responsible for managing investigative works to structures, including site visits to undertake supervision and managing level surveys where appropriate.
Analyse and interpret a range of varied and complex data and information in order to prepare detailed briefs/reports and make recommendations where necessary on a range of activities within the service which may include accident, defect, flooding, traffic and survey data, to ensure the safety and protection of the people of West Sussex.
Contribute to varied and complex policy work, by providing the operational context for policy solutions.
Preparation of reports, scheme briefs, programmes of work, research and use service-related databases / computer programmes. Contribute to development of computer systems for the efficient and effective administration of Engineering management.
Responsible for the delivery of effective communication by providing specialist, technical advice and information to a range of audiences including members of the public, external partners/organisations and internal clients, representing the County Council at local meetings and/or Court proceedings and giving evidence as required.
To work with other Engineering professionals to achieve business and service solutions to issues in order to deliver high standards of service to customers and the public.
Develop and maintain key working relationships with customers, external partners/organisations including Statutory Undertakers, Sussex Police, Parish and District Councils, contractors, interest groups and internal clients.
Responsible for the protection and safety of individuals by ensuring that the County's network of highways and services comply with the County Council's statutory responsibilities under various Acts of Parliament and separate regulations.
Advising and mentoring other team members and some direct responsibility for the direction and co-ordination of staff including temporary staff and consultants and, where appropriate, on the job training.
Responsible for accounting for very large budgets including contributing to the monitoring of relevant specialist/service contracts, expenditure and budgets. Agreeing and authorising accounts for payment from relevant specialist service budgets.
