Job Overview:

We are seeking an experienced HMO Specialist Project Manager to lead a key project for a Local Authority in the Midlands. This is a dynamic role focused on enforcement, dawn raids, and ensuring compliance within the HMO sector. The successful candidate will play a pivotal role in managing a project team, coordinating enforcement activities, and working closely with various internal and external stakeholders to deliver outcomes in line with the authority’s HMO regulations.

Key Responsibilities:

Lead and manage the project team focused on HMO enforcement.
Plan and coordinate dawn raids and other enforcement actions.
Oversee compliance with HMO licensing and ensure properties meet all regulatory standards.
Work closely with internal teams and external partners, including legal teams and enforcement officers.
Ensure effective resource management, project tracking, and reporting.
Provide expert guidance and technical support on HMO-related matters.
Develop strategies to address non-compliance and take corrective actions.
Prepare comprehensive reports and updates for senior management and relevant committees.

Essential Skills & Experience:

Extensive HMO enforcement experience within a Local Authority setting.
Proven track record in leading enforcement actions and managing dawn raids.
Strong understanding of HMO legislation, licensing requirements, and housing standards.
Exceptional project management skills, with the ability to lead cross-functional teams.
Excellent communication and negotiation skills, with experience liaising with external agencies and legal teams.
Ability to work autonomously and make sound decisions under pressure.
A strong focus on compliance, risk management, and delivering high-quality results.

Desirable:

Experience managing large-scale enforcement projects.
Relevant qualifications in project management (e.g., PRINCE2) or housing standards.
